Background

Access to justice in Yemen remains elusive in all dimensions: people, problems, and processes. Justice deficits are affecting people of “Leaving No One Behind (LNOB)” backgrounds most: women, juveniles, Internally Displaced Persons (IDPs), Persons with Disabilities (PwDs), and Muhamasheen. Housing, Land, Property (HLP) problems are most salient. Intersectional vulnerability manifests in various forms: forced evictions of impoverished or displaced people, property disputes biased against women-headed households, and criminalization of rent arrears that accompany detention of civil debtors. Justice processes for vulnerable people are near non-existent, as formal justice institutions, which were already elite-centric, have deteriorated further. People are resorting to informal, community-based justice for self-help, which is more accessible and affordable. Such legal pluralism, however, is subject to patriarchal and gerontocratic dynamics, posing challenges to gender and inclusive justice. Women are often incriminated as a scapegoat for men. Women detainees epitomize the ills of a weak and discriminatory justice system, which neglects special protection and rehabilitation needs. In response, the project aims at three Outputs, focusing on “justice seekers” more than providers: 1) civil and property justice promoted, 2) gender and inclusive justice enhanced, and 3) comprehensive detainee protection expanded. Building upon hybrid justice platforms fostered during the previous phase through a “justice echosystems” approach, the project will work towards more inclusive access to justice at three levels of services, supervision, and systems for “basic justice care.” 

Output 1. Civil and property justice promoted.
Activity 1.1. Case management of forced eviction and minor land disputes through community-based platforms inclusive of IDPs and Muhamasheen. 
Activity 1.2. Capacity and accountability improvement ofinformal-formal service providers for civil and property justice. 
Activity 1.3. Strengthening enabling environment for civil and property justice at the sub-national level.
Output 2. Gender and inclusive justice enhanced. 
Activity 2.1. Case management of family and minority disputes through women- and minority-led platforms, inclusive of Persons with Disabilities (PwDs). 
Activity 2.2. Capacity and accountability improvement ofinformal-formal service providers for gender and inclusive justice. 
Activity 2.3. Strengthening the enabling environment for gender and inclusive justice at the sub-national level.
Output 3. Comprehensive detainee protection expanded. 
Activity 3.1. Case management of pre-/post-trial detainees and ex-detainees through multi-sectoral service platforms (justice, health, education, livelihoods, etc.).
Activity 3.2. Capacity and accountability improvement ofinformal-formal service providers for comprehensive detainee protection.
Activity 3.3. Strengthening the enabling environment for comprehensive detainee protection at the sub-national level. 

Against this backdrop, UNDP is recruiting a National Area Coordinator with the following responsibilities. 

Duties and Responsibilities

Summary of Key Functions: 

  • Provide contextual updates for adaptive management. 
  • Build partnerships for inclusive project governance.
  • Offer technical advice on access to gender justice. 
  • Conduct results-based monitoring and reporting. 
  • Mainstream gender in all project aspects.

Roles and Responsibilities: 

Provide contextual updates at the national and sub-national levels for adaptive management. 

  • Share latest updates on formal and informal political economy dynamics relevant to the project implementation and risk management. 
  • Map project stakeholders comprehensively to ensure inclusive participation, Leave No One Behind (LNOB), and Do No Harm. 

Build national and sub-national partnerships for inclusive project governance. 

  • Liaise with government counterparts at the national and sub-national levels to secure necessary permits to facilitate project implementation. 
  • Organize consultation meetings to foster partnership with government, civil society, and community leaders, such as the Project Board Meetings and the Technical Working Groups.

Offer technical advice on access to gender justice as per the Yemeni context and project Outputs. 

  • Provide technical advice on access to gender justice, women’s empowerment, and protection as relevant to the Yemeni context and project results framework. 
  • Contribute to substantive documents in support of the Project Manager, such as Terms of Reference (ToRs) for Responsible Parties (RPs) and Results-Oriented Annual Reporting (ROAR). 

Conduct results-based monitoring on project progress and reporting on knowledge/evidence base. 

  • Undertake regular monitoring visits to project sites and trace project progress, identify challenges and risks, and suggest solutions and mitigation measures.
  • Oversee project RPs to ensure their satisfactory performance, including timely progress and final reporting with required evidence base for knowledge generation.

Mainstream gender in all aspects of project implementation. 

  • Advise national and local partners, including RPs, on gender mainstreaming in project implementation and disaggregated reporting. 
  • Uphold the UN Protection from Sexual Exploitation and Abuse (PSEA) policy within the project team and with all project stakeholders.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

 Institutional Arrangement 

The National Area Coordinator will report to the Project Manager, Access to Justice and Rule of Law. S/he will be an integral part of the UNDP Project Team for Access to Justice and Rule of Law and will be performing in collaboration with and complementarity to other national team members.

Required Skills and Experience

Educational requirements
  • Advanced University degree (Master’s degree or equivalent)  in Socio-Legal Studies or Business Administration or related field is required. Or
  • A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree 
Min. years of relevant work experience
  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in governance.
Required skills 
  • Experience and knowledge of budget management.
  • Access to Justice: working with formal and informal justice pathways based on diversity in people (esp. women and girls), problems, and processes.
  • Results-based monitoring and reporting: tracking project progress against planned outputs and harvesting evidence for expected outcomes. 
Desirable Skills
  • Experience in working with UN agencies/UNDP in preferably access to justice projects.
  • Has proven knowledge of public procurement through certification at least CIPs level 2 is desired
Required Language(s)  Fluency in English and Arabic, both written and oral, is required.
Professional Certificates Qualifications in protection, esp. women and children; community engagement and mobilization; strategic multi-stakeholder communications  (Desirable).
