 Consultancy for the Review and Development of Key Internal Policies and Governance Framework – for Partner Organization : WeYouth Organization

 

1. Background

In partnership with ActionAid Arab Region, We Youth Organization is implementing the Youth Inclusion and Employment Programme in Tunisia, which enhances the employability of young women and men while fostering entrepreneurship. Under the Ready for Tomorrow project, We Youth delivers life skills and technical training that equip youth with the competencies required to secure employment and engage in entrepreneurial opportunities.

ActionAid Arab Region (AAAR) is part of the ActionAid global Federation working to achieve social justice, gender equality and poverty eradication. Throughout the world, ActionAid works to strengthen the capacity and active agency of people living in poverty and exclusion, especially women, to assert their rights.

About We Youth :

We Youth is a non-governmental, non-profit, and non-political organization established in 2013, working to promote youth autonomy, participation, and leadership in Tunisia. The organization operates in several strategic areas including civic engagement, peacebuilding, gender equality and social inclusion, youth economic empowerment, and education.

2. Purpose

As our partner, We youth, program and outreach is expanding, there is a need to strengthen its internal governance and policy frameworks to ensure clarity, accountability, and compliance with legal and donor requirements. WeYouth combines members and volunteers, who contribute to strategic and community work, with paid staff responsible for daily operations. This hybrid structure requires updated internal systems to support coordination, good governance, and institutional sustainability.

The purpose of this consultancy is to review, update, and consolidate WeYouth’s key governance and internal policy documents, ensuring they align with current organizational practices, the hybrid structure (members and staff), and applicable Tunisian laws. The consultant will also develop a concise security and safety plan adapted to WeYouth’s operational context.

3. Scope of Work

The consultant will undertake the following tasks:

A. Governance and Statutory Framework

Ø  Review the current Statutes of the Association and recommend updates to reflect the organization’s current structure and governance practices.

Ø  Suggest improvements to clarify the roles and responsibilities of members, volunteers, and staff.

Ø  Ensure alignment with Tunisian legal frameworks and donor expectations.

B. Internal Policy Review and Development

Ø  Review existing internal documents, including the Code of Conduct (2024) and Procedures Manual, and identify key gaps or inconsistencies.

Ø  Draft or update a limited set of priority policies (up to five), such as:

o   HR and Recruitment Policy

o   Attendance and Leave Policy

o   Data Protection and IT Usage Policy

o   Workplace Safety and Harassment Policy

o   Communication and Social Media Policy

C. Security and Safety Planning

Ø  Develop a short, practical security and safety plan addressing physical, digital, and operational safety measures.

D. Implementation Roadmap and Capacity Building

Ø  Provide clear recommendations and a roadmap for policy adoption and implementation.

Ø  Conduct one orientation or awareness session for staff and members on the updated frameworks.

4. Deliverables

Ø  Updated Statutes of the Association (with recommended changes).

Ø  Revised or newly developed key internal policies

Ø  Concise Security and Safety Plan.

Ø  Implementation roadmap outlining next steps for adoption and follow-up.

Ø  Short final report summarizing findings, key recommendations, and deliverables.

 

5. Duration and Timeline

The consultancy is expected to last approximately 6 to 8 weeks, beginning in November. A detailed timeline will be agreed upon at the start of the assignment.

6. Qualifications

   Proven experience in organizational governance and policy development within NGOs.

   Knowledge of Tunisian legal frameworks for associations and international standards.

   Experience designing or revising HR and operational policies.

   Strong understanding of hybrid organizational models (volunteers and staff).

   Excellent analytical, drafting, and facilitation skills.

7. Reporting and Coordination

The consultant will report directly to the Board of Directors and work in close coordination with them, as well as with other relevant teams
