The Global Green Growth Institute (GGGI) was established in 2012 as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries, including the least developed countries. The GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic development, environmental sustainability, poverty reduction, and social inclusion.
The GGGI began its operations in Papua New Guinea (PNG) in 2018. Since then, the GGGI has implemented several projects in the country funded by various donors, which include the establishment of the Credit Guarantee Cooperation, the Climate Resilient Green Growth Project (CRGG), the Infrastructure for Resilient Island States PNG Project, and Climate Finance Initiative for Resilience and Sustainable Transition (Climate FIRST), among others. By supporting these initiatives, GGGI aims to enhance the country’s resilience to climate change and promote sustainable and inclusive growth.
The Climate FIRST project, funded by the Australia’s Department of Foreign Affairs and Trade (DFAT) and implemented by the Global Green Growth Institute (GGGI), aims to address the dual challenges of achieving sustainable development and building climate resilience in Papua New Guinea (PNG). The Climate FIRST project’s long term impact goal is to enable communities and people in PNG to adapt to climate change and build a low carbon economy by mobilizing US$400.0 million in climate finance in line with PNG’s Nationally Determined Contributions (NDC) and National Adaptation Plan (NAP).
PNG is globally recognized as one of the world’s most biologically diverse countries, hosting an exceptional wealth of natural resources, ecosystems, and species. Occupying less than 1% of the Earth’s land area, PNG harbors an estimated 7% of global biodiversity. Its vast tropical rainforests, diverse marine ecosystems, and high levels of endemism make PNG a critical reservoir of global biodiversity. These ecosystems support countless unique plant and animal species, many of which are still undiscovered, while sustaining the cultural heritage and livelihoods of Indigenous communities. Protecting PNG’s biodiversity is therefore vital for maintaining ecological integrity and safeguarding global genetic resources. However, anthropogenic stressors such as deforestation, pollution, overexploitation, and unsustainable infrastructure development are accelerating the loss of critical habitats and threatening the survival of endemic species. Combined with the impacts of climate change, these pressures risk undermining both local livelihoods and the country’s contribution to global biodiversity conservation, highlighting the urgent need for targeted action and investment.
Considering the above, the Conservation and Environment Protection Authority of Papua New Guinea (CEPA), in collaboration with GGGI through the Climate FIRST Project, seeks to develop a project entitled “Advancing Community-led Reforestation and Biodiversity Conservation in the Papua New Guinea Highlands” targeting grant funding from the Global Biodiversity Framework Fund (GBFF) and is being prepared for submission by 12 December 2025[1]. The project will specifically focus on terrestrial community-based conservation within the Bismarck Forest Corridor (BFC), spanning three (3) Highlands’s provinces (Jiwaka, Simbu, Eastern Highlands,) and one Momase province, Madang). It aims to (i) enhance the policy framework through the finalization of the PNG Access Benefit Sharing - Nagoya Protocol policy relating to GBFF Action areas 3 and 8; (ii) scale up community-led reforestation efforts in the PNG Highlands, a region recognized as one of the world’s biodiversity hotspots; and (iii) piloting innovative and sustainable financing models for alternative livelihoods aimed at reducing pressure on ecosystems and biodiversity. This project aligns well with the PNG National Biodiversity Strategy and Action Plan (2019-2024), the National Adaptation Plan (2022-2030), also the National Determined Contribution (NDC’s), the Medium-Term Development Plan 4 (MTDP 4), the National Development Strategic Plan 2010-2023, and the overall PNG’s Vision 2050.
GGGI is now seeking an expert consultant to support the preparation of the Project Preparation Grant (PPG) Request Form, ensuring alignment with the GBFF criteria, national priorities, and stakeholder expectations
The objective of this assignment is to support PNG to develop a full-fledged quality Global Biodiversity Framework Fund (GBFF) Project Preparation Grant (PPG) Request Form for a project titled, “Advancing Community-led Reforestation and Biodiversity Conservation in the Papua New Guinea Highlands” based on the relevant guidelines/template for GBFF.
The consultant will support the preparation of a high-quality Concept Note aligned with GBFF requirements, national priorities, and stakeholder objectives.
Task 1: Draft Concept Note Development
The consultant will undertake the following activities:
1.1. Conduct a virtual kick-off meeting with CEPA, Implementing Entity, GGGI, and the Wildlife Conservation Society (WCS), to review the GBFF’s Instructions for Preparing a Request for Project/Programme Funding, and to confirm the scope and priorities identified by the Government of Papua New Guinea (GoPNG).
1.2. Conduct a detailed desktop review of relevant national strategies, policies, and documents to ensure the resulting PPG demonstrates consistency with the PNG biodiversity and climate change commitments.
1.3. Prepare and submit a concise Inception Report detailing the understanding of the scope, proposed streamlined methodology, detailed work plan aligned with timeline, proposed stakeholder engagement strategy, and schedule of deliverables. Include assumptions and dependencies regarding focal points, data access, and logistical arrangements.
Deliverable 1 – Inception Report and Workplan
Task 2: Preparation of Draft Project Preparation Grant (PPG) Request Form
Using findings from the desktop review and consultative process, prepare the draft Project Preparation Grant (PPG) Request Form for the project titled: “Advancing Community-led Reforestation and Biodiversity Conservation in the Papua New Guinea Highlands”. The draft should align with GBFF guidance and emphasize the project's contribution to (i) enhance the policy framework through the finalization of PNG Access Benefit Sharing - Nagoya Protocol policy; (ii) scaling up community-led reforestation efforts in the PNG Highlands; and (iii) pilot innovative and sustainable financing models for alternative livelihoods aimed at reducing pressure on ecosystems and biodiversity. The PPG Request Form shall meet the minimum requirements of GBFF with clear clarifications of, but not limited to, the following components:
2.1. Clearly describe the biodiversity challenges, threats, and drivers of loss that the project seeks to address, including their linkages to climate change, ecosystem degradation, and community vulnerability.
2.2. Outline the project’s objectives, outcomes, and key interventions aimed at achieving measurable contributions to the Kunming-Montreal Global Biodiversity Framework (GBF) targets.
2.3. Develop a concise Theory of Change narrative that describes the project’s logic and key causal pathways, ensure outcomes and interventions achieve measurable contributions to the Kunming-Montreal GBF target
2.4. Demonstrate consistency with national biodiversity strategies and action plan (NBSAP), institutional mandates, and related policy and legal frameworks. Ensure coherence with other relevant national and regional biodiversity and climate initiatives.
2.5. Identify and map the proposed activities against the GBFF Action Areas, ensuring the project directly contributes to biodiversity conservation, ecosystem restoration, and sustainable use of natural resources.
2.6. Conduct a preliminary screening of potential environmental and social risks in line with the GBFF Environmental and Social Management Framework (ESMF) to ensure the project adheres to safeguard principles.
2.7. Integrate gender-responsive and inclusive approaches throughout project design, implementation, and monitoring, ensuring equitable participation and benefit-sharing among women and youth.
2.8. Clearly outline strategies to strengthen the role, rights, and leadership of Indigenous Peoples and Local Communities (IPLCs) in biodiversity conservation, ensuring equitable benefit-sharing, traditional knowledge integration, and community-driven decision-making.
2.9. Describe mechanisms for capturing, documenting, and disseminating lessons learned, best practices, and scientific data to inform future biodiversity planning and replication.
2.10. Explain how the project outcomes will be sustained beyond the GBFF funding period, including mechanisms for policy integration, institutional capacity strengthening, and resource mobilization.
Deliverable 2 – Full draft Project Preparation Grant (PPG) Request Form incorporating all key aspects.
Task 3: Prepare a Final Version of Concept Note, incorporating all comments from stakeholders
3.1. Incorporate comments from CEPA, GGGI, Implementing Entity, and Wildlife Conservation Society (WCS) into the final version of the PPG Request Form. Ensure clarity, technical robustness, and full compliance.
3.2. Provide a clean version of the final PPG Request Form, ready for submission to the donor.
3.3. Conduct a short debrief with GGGI and CEPA to share lessons learned and identify any potential opportunities or ideas for future project development that emerged during the assignment.
Deliverable 3 – Final Project Preparation Grant (PPG) Request Form for submission to GBFF delivered, with all comments fully addressed.
The Consultant will be supervised by the Climate Finance Advisor, with support from the GGGI Country Representative and the Deputy Country Representative for PNG and deliver the following:

A consortium or a firm may not be engaged for the individual consultant assignment. The contract with the Individual Consultant will be a deliverables-based contract with GGGI procuring the travel-related components directly, in accordance with GGGI’s travel policy.
