Description

Chemonics seeks two FASP specialists ​for the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM is the primary vehicle through which the U.S. Government procures and delivers health commodities and provides systems support to improve the management of the partner countries’ supply chain. In Kenya, GHSC-PSM supports the Ministry of Health and other stakeholders to improve the availability of life-saving health commodities and strengthen supply chain systems. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Currently, GHSC-PSM requires FASP team members that are experienced in the following commodity categories: (1) HIV/AIDS laboratory, (2) HIV/AIDS pharmaceuticals, and (3) malaria commodities (pharmaceuticals, mRDTs, ITNs, etc.) and tuberculosis (as required). In the future, if GHSC-PSM receives maternal child health and nutrition funding, the responsibilities for this domain would be with the FASP team member responsible for malaria. The responsibilities below have removed this reference for clarity, but the selected individual will be required to assume those responsibilities should funding be made available.

The FASP specialists will be responsible for HIV/AIDS laboratories or HIV/AIDS pharmaceuticals and malaria. The FASP specialists will be supervised by the FASP advisor.

Responsibilities include:

  • Provide technical expertise in laboratory (includes viral load, early infant diagnostics, and tuberculosis), HIV/AIDS and opportunistic infections pharmaceutical, malaria, or tuberculosis (as required) quantification exercises to the Ministry of Health vertical programs, including NASCoP/NMCP
  • Participate in regular reviews of country supply plans, communicating procurement and logistics delays that affect the supply plan to the relevant vertical program and other relevant partners, and ensure that these are adequately reflected in supply plan updates.
  • Submit quarterly procurement ready supply plans that comply with the requested time horizon as well as solving or providing the context with any issues regarding stocks outside min/max levels and probable overstocks or risks for expiry; respond promptly to comments/questions from the GHSC-PSM HQ FASP team and updating information as directed
  • Compose or provide input and feedback for internal and external reports on stock projections and analysis
  • Serve as a liaison between and provide guidance/advice to MoH vertical programs, the Embassy, GHSC-PSM HQ procurement teams, and other internal and external stakeholders, as relevant
  • Participate in technical working groups and other coordination groups, as relevant
  • Place requisition orders using the GHSC-PSM ARTMIS system, taking into consideration the country’s supply plan, procurement lead time for orders, and the approved Master List
  • Review remaining shelf life for commodities vis-a-vis country requirements and country stock levels and provide approval of remaining shelf life
  • Support the adoption and utilization of the quantification analytics tool (QAT)
  • Collaborate with NASCoP stakeholders in the implementation of GHSC-PSM’s viral load strategy, including (but not limited to) the setting and validation of volume commitment targets, ensuring stakeholder alignment, KPI management, preparing and managing CAPA implementation with suppliers, conducting supplier performance review meetings, analyzing supplier performance, supporting the equipment planning and placement questionnaire submission, etc. (HIV/AIDS laboratory-position only)

Qualifications:

  • Bachelor’s degree in pharmacy, procurement, supply chain, public health, or other relevant discipline required, advanced degree preferred
  • At least six (6) years of progressively responsible procurement and supply chain management experience, including the quantification, forecasting, and supply planning of HV/AIDS pharmaceutical or laboratory products and malaria commodities
  • Prior experience collaborating with the Kenyan Ministry of Health in forecasting and supply planning of pharmaceutical or laboratory products strongly preferred
  • Practical experience using quantification tools
  • Strong analytical and organizational skills with impeccable attention to detail.
  • Demonstrated ability to manage and implement complex donor-funded public health programs or projects in a similar country context
  • Ability to work with cooperating partners in implementing complex programs
  • Kenyan Citizen
  • Demonstrated leadership, versatility, and integrity
  • Excellent interpersonal, written, and verbal communication skills in English required
