Indicative LOE/Time Frame Fixed term of (1) year – with up to 80 hours per month LoE
Citizenship/Location A Tanzanian citizen. This position is open to experienced candidates currently based in or willing to relocate to Dar es salaam at their own expense.
Language Requirements Fluency in spoken and written English and Swahili.

Project Description:
The Field Support Services Project (FSSP) in Tanzania is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada’s development cooperation. Aligned with Tanzania’s priorities and Canada’s Feminist International Assistance Policy, FSSP strengthens programming across key sectors including environment and climate change, education, health, gender equality, communication, extractives, public finance, infrastructure, and M&E (Result-Based Management)
About the work
The Health Technical Specialist will provide consultancy Services to the FSSP Tanzania. Specifically, the role holder responsibilities include but are not limited to:
- Contribute to the analysis, planning, implementation, monitoring, and coordination of Canada’s health programming and policy dialogue in Tanzania.
- Provide specialized technical guidance to Canada, to the Government of Tanzania, and other partners to support the effective design, and implementation, of health policies and programs.
- Support the design and implementation of monitoring, evaluation, and audit processes, in alignment with the priorities and requirements of Canada.
- Maintain current knowledge of education sector policies, strategies, and ongoing projects led by the Government of Tanzania and other development partners.
- Support and participate in health-related platforms and committees; facilitate knowledge exchange through policy research, analysis, and dissemination; and promote synergies by identifying opportunities for collaboration and complementarity with other partners’ initiatives.
The Role
Tasks include, but are not limited to:
- Provide information, analysis and technical advice on Tanzania’s health sector, including monitoring trends and innovations, the development and implementation of national policies and programs, assessing the activities of key stakeholders, and identifying and evaluating risks.
- Prepare briefing notes and presentations on various health topics, including government policies, programs, and sectoral developments.
- Conduct analysis of health sector budgets, expenditures, and audit findings.
- Develop and maintain strong, collaborative relationships with government officials, civil society organizations, and other key stakeholders in the health sector.
- Participate in Technical Working Groups, Project Steering Committee meetings, policy dialogue or other meetings. Contribute to the development/review of policy papers, strategies, and program documents.
- Promote donor coordination and harmonization in all aspects of the program.
- Provide advice in the design and planning of health projects, including assessing project proposals, coherence with national health strategies and priorities, and opportunities for synergy with other initiatives.
- Support program/project implementation, including in the areas of results-based planning, monitoring, and evaluation.
- Provide support for events and meetings, including briefing materials and coordination with relevant partners.
- Perform other duties and activities as requested, in support of GAC’s health sector objectives and cross-cutting priorities.
Required Qualifications
- Advanced studies at the master’s or doctorate level in health sciences, such as medicine or public health.
- Fluency in spoken and written English and Swahili.
- A minimum of ten (10) years of cumulative, full-time, professional work experience in the health sector in Tanzania, in a non-teaching, non-clinical capacity (e.g. program management, administration, policy advocacy, research, etc.).
- Experience of five (5) years in planning, designing, managing, monitoring or evaluating health projects and programs as well as integrating cross-cutting issues such as gender equality and environmental sustainability.
Demonstrated experience in providing advisory services in the following areas:
- Working with government and donors in a technical capacity
- Working on a variety of health issues with attention to planning, budgeting and monitoring issues, including government-donor coordination.
- Health sector reviews, donor coordination, or technical working groups.
In addition to the key qualifications above, the incumbent is also expected to demonstrate skills and competencies below:
- Knowledge of health sector policy priorities and processes in Tanzania, including planning, management and budgeting of public sector resources.
- Strong research, analytical and writing skills with a strategic approach to synthesizing information into actional insights that inform policy, programming and decision making.
- Strong skills in leadership, teamwork, networking, coordination and intercultural communication.
- Ability to liaise effectively with stakeholders such as government officials, development partners, civil society organizations, and media outlets.
- Strong in-person and written communication and collaboration skills.
