Indicative LOE/Time Frame Fixed term of (1) year – with up to 35 hours a month LoE
Citizenship/Location A Tanzanian citizen. This position is open to experienced candidates currently based in or willing to relocate to Dar es salaam at their own expense.
Language Requirements Fluency in spoken and written English and Swahili.

Project Description:
The Field Support Services Project (FSSP) in Tanzania is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada’s development cooperation. Aligned with Tanzania’s priorities and Canada’s Feminist International Assistance Policy, FSSP strengthens programming across key sectors including environment and climate change, education, health, gender equality, communication, extractives, public finance, infrastructure, and M&E (Result-Based Management)
About the work
The Communications Specialist will provide consultancy Services to the FSSP Tanzania. Specifically, the role holder responsibilities include but are not limited to:
- Advise on communication/media trends, tools and opportunities to profile Canada’s development cooperation in Tanzania.
- Advise on best practices, lessons learned, and emerging trends in development communications.
- Lead or support the creation of high-quality communication materials (written, visual, and multimedia), including through travel to project locations.
- Assess and advise on communication risks related to public engagement and visibility.
- Liaise with development partners to coordinate communication efforts.
- Contribute to the planning and implementation of stakeholder consultations, media briefings, and public events to enhance visibility and engagement.
The Role
The Tasks for the Technical Specialist include, but are not limited to:
- Provide technical advice, analysis, and recommendations on communications strategies and channels to promote Canadian development projects, programs and partnerships in Tanzania.
- Analyze the communication products and approaches of the Government of Tanzania, country donors, and other development partners.
- Conduct outreach to inform the design and planning of communications activities, including travel to project and/or meeting sites.
- Provide analysis and recommendations on communication risks, reputational considerations, and opportunities for strategic messaging.
- Monitor and analyze media coverage and public discourse related to Canada’s development cooperation.
- Review project and program design documents to ensure strong visibility and public engagement components, ensuring coherence with Canada’s branding and visibility guidelines and alignment with national and partner strategies.
- Support the development and implementation of communications strategies for individual projects or thematic portfolios, including sector-specific messaging, digital engagement, and media outreach.
- Lead or support the development of various GAC communication publications, including brochures, reports, newsletters, and promotional materials.
- Support the development of social media content.
- Document project success stories for communication, including through travel to project sites.
- Create short videos to showcase projects, highlighting impact, innovation, and community engagement.
- Support development partners’ visibility efforts as needed. This may include success stories, press releases, social media content, infographics, videos, and other multimedia products.
- Develop and maintain strong, collaborative relationships with government officials, development partners, civil society organizations (national, Canadian, and international), media outlets, and other key stakeholders in the communications and visibility space.
- Provide technical support during the preparation and implementation of public events, media campaigns, etc.
- Support preparations for events, launches, and meetings, including development of briefing materials, talking points, and coordination with relevant partners and perform other duties and activities as requested in support of GAC’s communications objectives.
Required Qualifications
- Minimum of a bachelor’s degree and/or certificate from a recognized post-secondary institution in Communications, Journalism, Public Relations, Media Studies, or a related field. A master’s degree or specialized training in strategic communications or digital media is considered an asset.
- Fluency in spoken and written English and Swahili.
- A minimum of five (5) years of cumulative, full-time, professional work experience in communications roles, preferably within international development or for donor-funded projects.
Specific experience in:
- Developing and implementing communication strategies and visibility plans.
- Producing multimedia content, including data visualizations.
- Managing public engagement and media relations for development programs.
- Supporting branding and visibility efforts in line with donor guidelines.
- Strategic communications, digital media platforms, and audience engagement techniques.
- International best practices in development communications and inclusive messaging.
- Photography, videography, and content packaging for diverse formats and audiences.
- Media trends and analyzing public perception.
- Communication risks and reputational management in development contexts.
In addition to the key qualifications above, the incumbent is also expected to demonstrate the following skills and competencies:
- Understanding of donor visibility requirements, branding guidelines, and public diplomacy principles.
- Ability to liaise effectively with stakeholders such as government officials, development partners, civil society organizations, and media outlets.
- Strong in-person and written communication skills.
