Anera Lebanon is seeking experienced consultants to contribute to the design and development of high-quality proposals, provide subject-matter expertise and implementation know-how, conduct project evaluations, and support in the execution of needs assessments. Consultants will work across a wide range of donors, including USAID, EU, UN agencies, foundations, and regional donors.

Background
Since 1968, Anera has helped refugees and others hurt by conflicts in Palestine, Lebanon and Jordan live
with purpose and hope.
Anera, which has no political or religious affiliation, works on the ground with partners in Palestine
(West Bank and Gaza), Lebanon and Jordan. We mobilize resources for immediate emergency relief and
for sustainable, long-term health, education, and economic development. Our staff serve in their
communities, navigating the politics that constrict progress to get help where it’s needed most.
In 2024 alone, Anera delivered more than $200 million in program support, and we remain committed
to building better futures across the Middle East.

Anera Lebanon, established in 2005, implements programs in community and economic development,
education, health, protection, and emergency response. Its work also addresses vital needs in water,
agriculture, and other community priorities.

Areas of Expertise Sought:

  • Proposal Development: drafting, reviewing, and editing technical proposals; preparing budgets
    and financial proposals; conducting research and needs assessments; facilitating stakeholder
    engagement for proposal design; and developing results frameworks, logframes, and theories of
    change.
  • Subject-Matter Expertise: providing technical inputs in health, education, child protection,
    youth development and employment, economic development, gender/GBV, agriculture and
    food security, WASH, renewable energy, and climate resilience.
  • Project Evaluations: leading mid-term, final evaluations, program evaluations etc.

Eligibility and Requirements:

  • Minimum of 5 years of professional experience in one or more of the following areas: proposal
    development, technical expertise in Anera’s key sectors, or project evaluations.
  • Demonstrated knowledge of donor requirements and compliance (e.g., USAID, EU, UN agencies,
    Gulf donors, foundations).
  • Solid understanding of the refugee and IDP landscape.
  • Demonstrated experience in Lebanon and the surrounding countries.
  • Strong writing and communication skills in English (Arabic and/or French is an asset).
  • Ability to work under tight deadlines and deliver high-quality outputs.
  • Availability on a short-term or on-call basis.
