OVERVIEW

Nonviolent Peaceforce (NP) is an international NGO that protects civilians in violent conflicts through Unarmed Civilian Protection (UCP), reducing violence, supporting community-led protection, and strengthening local capacities for safety and dignity. Within this mission, the WFSProject Engineer leads the design and construction of Women-Friendly Spaces and facilities so they meet the urgent needs of women, girls, and other at-risk groups in displacement and conflict-affected settings. The role bridges humanitarian response and technical engineering—working with NP field teams, UNFPA, LGUs, and local stakeholders—to deliver facilities that are safe, accessible, inclusive, and sustainable. The Engineer ensures each site meets quality, safety, and gender standards while promoting community participation, applying environmental safeguards, and achieving value for money throughout implementation.

 

JOB SUMMARY

The Project Engineer leads the end-to-end delivery of Women-Friendly Spaces (WFS) and  facilities—from design and construction/rehabilitation to quality assurance and handover—ensuring all civil works are fit-for-purpose, safe, inclusive, climate- and gender-responsive, cost-effective, and compliant with donor agreements, national regulations, and NP standards. Based in Cotabato City with regular field travel, the Engineer plans, executes, monitors, and reports on activities; supervises the Logistics Assistant; and serves as the primary liaison with local stakeholders, partner organizations, and government agencies to coordinate timelines, resolve issues, and drive successful implementation.

 

KEY RESPONSIBILITIES

Technical Programming and Delivery

  • Conduct technical assessments at identified sites; prepare, review and validate architectural and engineering drawings for WFS structures, Bills of Quantities (BoQs), specifications, and work schedules in coordination with LGUs (MHO/MEO) and relevant line agencies.Apply Build Back Safer, Do No Harm principles, and environmental
  • safeguards across all project phases; integrate accessibility (universal design) and gender, equality, disability & social inclusion (GEDSI) considerations in layouts and fixtures.
  • Ensure alignment with Sphere Standards, WHO/UNICEF WASH in Health Care Facilities guidance, and national building codes and sanitation regulations.
  • Plan, supervise, and certify daily site activities; manage skilled/unskilled labor and contractors; ensure proper PPE use and compliance with health and safety protocols.
  • Coordinate procurement inputs (market surveys, technical specs, evaluation criteria) and delivery schedules with Logistics/Procurement; verify material quality/quantity against specs and waybills.
  • Conduct and document water quality testing (pre/post‑works) and functionality checks; implement punch‑lists and corrective actions prior to handover.
  • Develop simple O&M plans and preventive maintenance schedules with WFSCommittees; train users and caretakers to sustain facilities.
  • Prepare as‑built drawings and operation manuals; ensure proper archiving and transfer to LGUs/committees.

Reporting, Monitoring, and Compliance

  • Produce weekly and monthly progress reports (physical and financial progress vs. plan), including photo documentation and geotags where feasible.
  • Maintain a site diary, inspection checklists, and test results; promptly address non‑conformities and document remedial actions.
  • Collect and file Sources of Verification (SoV) mapped to indicators, support MEAL with data required for donor reporting and audits.
    Ensure all technical files (designs, BoQs, contracts, test certificates, permits, as‑builts) are complete, indexed, and retrievable.

Coordination and Stakeholder Engagement

  • Liaise with LGUs, barangay leaders, community groups (including women’s and youth groups), and cluster partners to sequence works and minimize disruption.
  • Represent NP in relevant /WFS coordination forums and joint assessments; communicate clearly on scope, timelines, and responsibilities.
    Coordinate with the designated donor focal person on matters related to the construction of WFS structures.

Finance and Admin responsibilities

  • Prepare and submits workers’/contractors’ payment documents; certify quantities completed per milestone and cross‑check with BoQs.
  • Support budget tracking for civil works lines; flag variances early and propose value‑engineering options without compromising safety or inclusivity.
  • Maintain the project asset register; ensure secure storage, proper labelling, and periodic inventory of tools and equipment.

 

Safeguarding, PSEAH and Code of Conduct

Adhere to NP’s safeguarding policies and Code of Conduct, including Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH). Embed safety, dignity, accessibility, and privacy considerations in facility design and site management. Report concerns through approved channels.

 

PREFERRED QUALIFICATIONS

Essential

  • Bachelor’s degree in Civil/Environmental/Sanitary Engineering or related field.
  • Minimum 5 years’ experience delivering small‑ to medium‑scale WASH or social infrastructure projects, including site supervision.
  • Strong command of BoQs, drawings/specifications, QA/QC, and contractor oversight.
  • Proficiency in AutoCAD and/or SketchUp; MS Office (Word, Excel, PowerPoint); basic GIS/photo documentation an advantage.
  • Proven experience working with LGUs and communities in BARMM or similar contexts.
  • Excellent communication skills in English and Filipino; knowledge of local languages in Maguindanao is an asset.

Desirable

  • Professional Engineer license (e.g., PRC Registered Civil Engineer) strongly preferred.
  • Training in construction safety, water quality testing, or environmental safeguards.
  • Experience integrating GEDSI and universal design in WASH/WFS facilities.
  • Motorcycle use and field mobility readiness in remote, low‑resource settings.

 

WORKING CONDITIONS

  • Field‑based with frequent travel (up to 60%) within SGAs and Maguindanao del Sur.
  • Work in active/remote contexts requiring strict adherence to NP safety protocols and cultural sensitivity.
  • Flexible hours may be required to meet construction milestones and community schedules.
