Citizenship/Location A Tanzanian citizen. This position is open to experienced candidates currently based in or willing to relocate to Dar es salaam at their own expense.
Language Requirements Fluency in spoken and written English and Swahili.

Project Description:
The Field Support Services Project (FSSP) in Tanzania is implemented by Alinea International with funding from Global Affairs Canada, delivers strategic technical and logistical support to enhance the impact of Canada’s development cooperation. Aligned with Tanzania’s priorities and Canada’s Feminist International Assistance Policy, FSSP strengthens programming across key sectors including environment and climate change, education, health, gender equality, communication, extractives, public finance, infrastructure, and M&E (Result-Based Management)
About the work
The Gender Equality Specialist will provide consultancy Services to the FSSP Tanzania. Specifically, the role holder responsibilities include but are not limited to:
- Contribute to the analysis, planning, implementation, monitoring, and coordination of Canada’s gender equality programming and policy dialogue in Tanzania.
- Provide expert advice to Canada, the Government of Tanzania, and other development partners to support the effective design and implementation of gender equality policies and programs.
- Support the design and implementation of monitoring, evaluation, and audit processes related to gender equality programming.
- Monitor gender equality policies, strategies, and ongoing initiatives led by the Government of Tanzania and other development partners.
- Support and participate in policy dialogue platforms, working groups, and technical committees to foster alignment around gender equality priorities and facilitate knowledge exchanges, including identifying opportunities for collaboration.
The Role
The Tasks for the Technical Specialist include, but are not limited to:
- Provide technical analysis and advice to GAC and development partners on gender equality issues, including monitoring trends and innovations, assessing policies and programs, and identifying and evaluating risks to support informed decision-making and strategic planning.
- Prepare analytical reports, briefing notes and presentations on policies, programs, and sectoral developments related to gender equality and the empowerment of women and girls.
- Conduct analysis of gender-related budgets, expenditures, and audit findings to inform program oversight, accountability, and the integration of gender equality considerations across sectors.
- Develop and maintain strong, collaborative relationships with government officials, civil society organizations, and other key stakeholders working on gender equality in Tanzania, and provide technical support as needed.
- Provide technical support during the preparation and implementation of sector reviews, multi-stakeholder monitoring initiatives, audits, and evaluations with a gender lens.
- Participate in Technical Working Groups (TWGs), policy dialogue, or other meetings, contributing substantively to discussions and to the development or review of policy papers, strategies, and program documents produced by partners.
- Actively promote donor coordination and harmonization.
- Provide advice on policy advocacy and the design and planning of gender equality-focused projects and the integration of gender considerations across all programming sectors.
- Provide informed technical feedback on project proposals, ensuring coherence with national gender strategies and priorities, local contexts and needs, and broader development efforts.
- Provide technical assistance for effective program and project delivery by supporting areas such as gender-sensitive results-based planning, monitoring, and evaluation.
- Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
Perform other duties and activities as requested, in support of GAC’s gender equality objectives and cross-cutting priorities.
Required Qualifications
- Minimum of a bachelor’s degree in Gender Studies, Sociology, International Development, Social Sciences, or a related field (essential). A master’s degree or specialized training in gender equality or feminist policy analysis is considered an asset.
- Fluency in spoken and written English and Swahili.
- A minimum of five (5) years of cumulative, full-time, professional work experience in roles related to gender equality, women’s empowerment, or mainstreaming gender in development programming.
Specific experience in:
- Supporting or advising on gender equality programming within government, donor-funded projects, or civil society organizations.
- Conducting gender analysis, developing gender-sensitive indicators, and integrating gender considerations into policy and program design.
- Engaging in policy dialogue and coordination platforms focused on gender equality and social inclusion.
National gender policies and legal frameworks in Tanzania.
- International gender equality standards, instruments and best practices (e.g., CEDAW, SDG 5, OECD Gender Equality Marker).
- Feminist approaches to development, intersectionality, and inclusive programming.
- Results-based management.
In addition to the key qualifications above, the incumbent is also expected to demonstrate the following skills and competencies:
- Ability to liaise effectively with stakeholders such as government officials, development partners, the private sector and civil society.
- Strong research, analytical and writing skills, and ability to synthesize and present information and advice in a coherent and organized fashion.
Strong in-person communication and presentation skills.
