Baseline Assessment Consultancy for Bridging the Gaps in Women’s Health and Wellbeing project:

1. Background and rationale

CBM Global Disability Inclusion Nigeria is implementing a project titled Bridging the Gaps in Women’s Health and Wellbeing, aimed at improving access to inclusive mental health, legal aid, and economic empowerment services for women and girls with psychosocial disabilities in Benue State. The project seeks to address the high prevalence of intimate partner violence (IPV), gender-based violence (GBV), and poor mental health outcomes among this population.

A baseline assessment is required to generate evidence on the current situation, inform project design, and establish benchmarks for monitoring and evaluation. This assessment will be grounded in participatory rural appraisal (PRA) principles and include a Political-Economy and Gender Analysis (PEGA) to ensure community ownership, inclusivity, and contextual relevance.

2. Purpose and deliverables

Objective of the Consultancy

To design and implement a participatory baseline data collection process that is inclusive of women and girls with psychosocial disabilities, and provides actionable insights into the mental health, legal aid, political and economic empowerment landscape in Benue State.

Specific objectives include:

  • To design and implement a participatory baseline data collection process inclusive of women and girls with psychosocial disabilities.
  • To assess the current landscape of mental health, legal aid, political and economic empowerment services in Benue State.
  • To identify barriers and opportunities for inclusive service delivery.
  • To propose strategies for meaningful engagement of project participants throughout the project lifecycle.
  • To recommend approaches for strengthening the agency and self-advocacy structures of women and girls with psychosocial disabilities.

The key deliverables for this consultancy include:

  • Inception report with methodology and tools – including PRA techniques and PEGA frameworks and work plan
  • Finalized data collection instruments (quantitative and qualitative)
  • Training report for data collectors.
  • Cleaned and analyzed dataset.
  • Draft and final baseline report (including executive summary, methodology, findings, and recommendations). The report should not be more than 30 pages
  • PowerPoint presentation (20 maximum slides) of key findings

3. Scope of work

The consultant will:

  1. Design the Baseline Study
  • Develop a participatory methodology that includes persons with lived experience, OPDs, caregivers etc as co-researchers or advisors.
  • Create inclusive data collection tools (quantitative and qualitative).
  • Ensure ethical standards, safeguarding, and informed consent procedures are embedded.

2. Conduct Fieldwork

  • Train data collectors, including those with lived experience and OPDs.
  • Coordinate data collection in selected 20 communities in Benue State.
  • Ensure accessibility and cultural sensitivity in all engagements.

3. Analyze and Report

  • Analyze data in alignment with project indicators.
  • Produce a comprehensive baseline report with disaggregated findings.
  • Include a section on strategies for participant engagement and empowerment.

4. Develop Empowerment Strategy

  • Propose mechanisms for continuous engagement of women and girls with psychosocial disabilities.
  • Recommend ways to strengthen their agency, leadership, and self-advocacy structures (e.g., peer support groups, community forums, capacity building).
  • Identify potential local partners or networks to support sustainability.

5. Data Validation Workshop

  • Presenting findings to CBMG and stakeholders.
  • Incorporating stakeholders’ reviews into final report

4. Timeframe and duration

This is a four-week assignment to be delivered by mid-November 2025. The key milestones and expected delivery timelines are tabulated below:

5. Place/ location of service delivered

The regular place of work of the Consultant is remote with travel to Benue State for fieldwork and stakeholder engagements.

6. Required Expert Profile

The consultant will be selected based on the following criteria:

  • Advanced degree in public health, social sciences, gender studies, or related field
  • Proven experience in baseline assessments using PRA and PEGA methodologies
  • Strong understanding of participatory and rights-based approaches in mental health and disability.
  • Experience working with OPDs and marginalized groups specifically underrepresented groups of persons with disabilities.
  • Excellent facilitation, analytical, and report writing skills

7. Payment schedule

Payments will be made to the Consultant upon receipt of their invoices against specific deliverables within the period of the Consultancy as outlined below:

  • 10% upon signing of the consultancy contract
  • 30% upon submission of inception report and work plan
  • 30% upon completion of data collection
  • 30% upon submission and acceptance of final report
