Overview

IBTCI is submitting a proposal to conduct a UNICEF funded baseline assessment of cash programming in Yemen.

The purpose of the baseline is to provide an independent assessment of the current state of the households of rights holders who will be included in the revised lists under the UNICEF--implemented cash programming (SSP and Cash Plus) in Yemen, before the SSP and new iteration of Cash Plus begin. The baseline will particularly focus on adaptive, shock-responsive social protection, identify baseline values for key indicators related to that programming, and provide an initial benchmark to evaluate the impacts of UNICEF’s cash programs as they change and adapt to the Yemeni context. The learning from the baseline assessment will enable UNICEF to assess the evaluability of its cash transfer programs and propose an evaluation strategy rooted in realistic targets for cash programming indicators. It will also benefit UNICEF and other UN agencies, the Ministry of Social Affairs and Labor (MoSAL), the World Bank, and other partners and donors, for future program planning, coordination, and resource advocacy and allocation.

The overall goal of this assignment is to design, prepare and conduct relevant activities for a combined process and impact evaluation of the cash programs managed by UNICEF in Yemen, with a focus on adaptive, shock- responsive social protection. The analysis, corresponding reports and recommendations will provide critical evidence to by implemented) and help inform the design and implementation and suitability of expansions of similar interventions as part of the broader social protection policy implementation, particularly focused on marginalized groups, in Yemen.

A complete Terms of Reference will be shared with shortlisted candidates prior to interviews.

Requirements

  • Relevant master’s degree (evaluation, development studies economics, social science, etc.)
  • Minimum of 5 years of experience in leading baseline assessments, evaluations, planning, monitoring of large, high-profile projects in the UN system and in politically-sensitive and crisis-affected environments
  • Demonstrated leadership of 10 baselines or evaluations, with participation in at least 20, at least some of which are related to cash transfer programming
  • Minimum 10 years’ experience working in humanitarian and/or conflict- affected contexts and ability to draw on comparative experiences across countries and contexts
  • Experience integrating social justice and human rights into assessments and evaluations using social science methodologies
  • Experience producing and interpreting statistical analysis (impact evaluation)
  • Experience producing high-quality reports for a policy audience
  • Experience working with senior officials
  • Cultural sensitivity, especially as demonstrated through similar assignments in the Middle East
  • Fluency in English, proficiency in Arabic (preferred)

Working Environment Work is performed from the Consultants home base.

Physical Requirements This is largely a sedentary position requiring the ability to speak, hear, and see. The employee must also be able to lift small objects up to 20 lbs.

Supervisory Responsibility This position has supervisory responsibilities.
