M&E Expert with ICT policy and regulatory frameworks experience for COMESA project

AAM Consulting is currently looking for REGIONAL experts for the WB funded “Consultancy for Development of a Regional Digital Inclusion Action Plan and Associated Draft Regulations and Policies.” project in Zambia (COMESA). The project is now at the bidding phase and we are looking for experts interested in implementation and possessing all qualifications and skills required for the positions.

ToR requirements for the M&E Expert:

• Minimum of a Master’s degree in Economics, Statistics, Finance, Demography, or a related field;
• At least 10 years of experience in the ICT industry;
• Proven working knowledge of international and regional ICT policy and regulatory frameworks;
• Strong understanding of monitoring and evaluation concepts, with the ability to communicate them clearly; and
• Regional experience in Africa and expertise in Programme Planning and Development.

The specific objectives of the assignment are to:

• review existing instruments related to regional Digital Inclusion activities and compare with global best practices;
• carry out a contextualized analysis of the current digital divide in the Region;
• develop a Regional Digital Inclusion Strategy;
• develop a Regional Inclusion Action plan; and
• develop Model Policy and Regulatory framework for Digital Inclusion.

The intended project start date is January 2026, with an estimated project duration of 10 months.
