Role and Responsibilities

We are looking for a senior expert will act as technical lead and single focal point for the assignment “Brazil PMI – Stakeholder Engagement and Communications Strategy.”
He/she will coordinate daily with the Government of Brazil and the World Bank Task Team and will be responsible for the design and delivery of all outputs, ensuring quality, coherence and alignment with the SBCE Law and international best practices.

Key responsibilities include:

  • Stakeholder Identification and Profiling
    • Map and categorize all relevant stakeholder groups (public institutions, regulated entities, credit developers, civil society, academia, indigenous communities, media, etc.).
    • Analyse their awareness, interests, and potential roles in the SBCE framework.
    • Produce a stakeholder database and analytical report feeding the engagement plan.
  • Stakeholder Engagement Plan
    • Design a structured and inclusive consultation framework aligned with the legal consultation requirements of the SBCE Law and Federal Decree 10411/2020.
    • Define engagement channels, consultation cycles, documentation and feedback mechanisms.
    • Propose institutional arrangements for permanent stakeholder dialogue.
  • Communications Strategy
    • Develop a comprehensive communications strategy to build awareness, transparency, and social acceptance of the SBCE.
    • Design narrative frameworks, core messages, and communication materials addressing policymakers, regulated entities, private sector, and the public.
    • Recommend tools and channels (events, media outreach, online platforms, social media, visual identity).
  • Institutional Coordination and Reporting
    • Serve as liaison between the World Bank, the Ministry of Finance, and the Ministry of Environment.
    • Coordinate information sharing with the firm implementing the parallel capacity-building workstream.
    • Ensure all deliverables meet World Bank quality and integrity standards.

Requirement

Description

Education

Master’s degree in Communication, International Relations, Political Science, Environmental Policy, or related field.

General Experience

Minimum 10 years of professional experience in communication, stakeholder engagement, and governance.

Specific Experience

At least 5  years in designing and implementing stakeholder engagement plans and communication strategies for climate policies, carbon markets, or environmental governance initiatives.

Technical Expertise

Proven understanding of carbon pricing instruments (ETS, MRV, Article 6 mechanisms), institutional communication, and public consultation processes.

Leadership & Coordination

Demonstrated capacity to coordinate multi-stakeholder processes involving government, private sector, civil society, and international partners.

Language Skills

Fluent in Portuguese and English (both mandatory)

Soft Skills

Excellent writing, facilitation, and intercultural communication abilities; strong analytical and organizational skills; ability to translate technical content into clear, accessible language.
