Description

The Program Manager will provide strategic, technical, and operational leadership to ensure the effective implementation of the ACCESS Project. This role is responsible for overseeing the design, coordination, and execution of the project’s two core intervention pathways. These are (1) Community Engagement and Referrals for Adolescent Reproductive Health (ARH) Services, focusing on demand generation and awareness creation; and (2) Domestication and Capacity Building for Sexual and Reproductive Health (SRH) that involves strengthening the supply side of the intervention. The overarching goal of these interventions is to enhance access to comprehensive family planning and post-abortion care (PAC) services by addressing stigma, fostering community participation, and reinforcing health system capacities. The Program Manager will work collaboratively with the Federal Ministry of Health (FMoH), National Primary Health Care Development Agency (NPHCDA), State Primary Health Care Boards, and other implementing partners across the four project states (Taraba, Ondo, Ekiti, and Enugu) to ensure alignment with national and state health priorities. Additionally, the Program Manager will coordinate closely with Ipas Nigeria and other partners implementing the ACCESS Project in the remaining four priority states (Benue, Kebbi, Zamfara, and Akwa Ibom) to promote synergy, knowledge sharing, and consistent delivery of project objectives across the 8 intervention geographies. This position will report to the Head of Programmes.

Qualifications and Experience

  1. Master’s degree in public health, development studies, health systems management, demography, Sociology, Health Management, Nursing or related field.
  2. Minimum of 7–10 years of progressively experience in program management within Adolescent Reproductive Health and Sexual Right, MCH, health systems strengthening, or community development. 
  3. Previous experience working with national and international development organization is required.
  4. Demonstrated experience in managing multi-state or multi-sectoral donor-funded projects.
  5. Strong understanding of SRH and PAC service delivery in the Nigerian context, including familiarity with government structures.
  6. Proven leadership, team management, and coordination skills.
  7. Excellent communication, negotiation, and presentation skills.
  8. Proficiency in MS Office and project management software.
  9. Willingness to travel frequently to project states.
