Plan International seeks a qualified Education Technical Expert to support the Government of Liberia and World Bank in the design of a Foundational Learning Programme (FLP), spanning KG2 to Grade 6, to improve national literacy and numeracy outcomes. The expert will contribute to curriculum prioritisation, teaching and learning materials (TLM), teacher professional development (TPD), implementation planning, and monitoring frameworks.
Design the FLP structured pedagogy framework.
Align KG2–G6 curriculum with global benchmarks.
Support inclusive and climate-responsive TLM development.
Design an in-service TPD framework and rollout plan.
Define M&E indicators for teacher and learner performance.
Draft technical sections of the proposal, ensuring GPE/World Bank compliance.
Master’s degree or above in Education or Curriculum Design.
Minimum 10 years’ experience in foundational literacy/numeracy programmes.
Proven experience in TLM and TPD frameworks.
Familiarity with GPE and World Bank education projects.
Expertise in inclusive and gender-responsive education.
Knowledge of accelerated learning for overage learners.
Experience in fragile or low-resource contexts, ideally in West Africa.
Understanding of safeguarding, SRGBV prevention, and SRHR in education.
Draft FLP framework and implementation plan.
Inclusive TLM development strategy.
Technical inputs to proposal and annexes.
TPD framework and readiness checklist.
Fluency in English is essential.
