Call for Experts – Enabel Framework Contract “Governance and Inclusive Societies” (Lots 5 & 6)

DEM (Desarrollo Multilateral) is a Spanish consulting firm specialised in international cooperation, governance, public sector reform and strategic communication. We are preparing a bid for Enabel’s new Framework Contract “Governance and Inclusive Societies” and are building a pool of senior and mid-level experts for Lot 5 and Lot 6.

Lot 5 – Democratic governance, human rights, rule of law & civic space

We are looking for profiles with solid experience in one or more of the following areas:

• Support to democratic control of the State and strengthening the functions and accountability of public institutions
• Support to parliaments and political pluralism
• Organisation and observation of democratic elections
• Role of civil society in protecting the rule of law and civic space
• Open governance and access to information
• Protection of whistleblowers
• Human rights, minority rights, social inclusion and social justice
• Gender equality and women’s rights
• Freedom of expression, press and assembly
• Anti-discrimination policies
• Combating disinformation and protection of civic space
• Support to journalism (journalists’ capacity building, fact-checking, media literacy, etc.)
• Strengthening cybersecurity for elections and electoral campaigns

Lot 6 – Economic governance, business environment & public finance

We are also seeking experts in:

• Enabling environment for development and improvement of the business climate
• Economic management, fiscal policy and public investment
• Public finance management (budgeting, expenditure, revenue, taxation)
• Ministry of Economy / Finance / Budget / Taxation reform and capacity development
• Public investment management and asset management
• Structuring and management of public–private partnerships (PPPs)
• Strategic public investments
• Mobility and infrastructure
• Port governance and transport corridors
• Capacity building for public institutions in the above areas

Profile requirements (indicative)

• University degree in law, political science, economics, public administration, international relations, or related fields
• Senior experts: minimum 10 years of relevant professional experience
• Junior / mid-level experts: minimum 5 years of relevant professional experience
• Proven experience in EU / Enabel / other international donor-funded projects
• Experience in Africa, Asia, Latin America and/or MENA is an asset
• Excellent command of English and/or French (other languages are an asset)
• Strong drafting, analytical and facilitation skills
