1. Background
WeYouth Organization is a non-governmental, non-profit, and non-political
organization established in 2013 in Sfax. Over the past 13 years, the
organization has worked to promote youth autonomy, participation, and
leadership in Tunisia, implementing more than 30 projects in collaboration with
young people.
WeYouth operates in several strategic areas, including:
• Civic engagement
• Peacebuilding
• Gender equality and social inclusion
• Youth economic empowerment
• Education
The organization has built a large community across southern Tunisia, including Gabès, Tataouine, Médenine, and Gafsa, and currently operates with approximately 15 staff members and 30 active members.
As the organization has grown, it has started structuring its internal governance and operations, but the Internal Bylaws, Governance Charter, and internal regulations must now adapt to changes in civil society, the community, and the operational context. WeYouth, in partnership with ActionAid Arab Region, implements the Youth
Inclusion and Employment Programme, including the Ready for Tomorrow project, which equips young people with life skills, technical training, and entrepreneurial support to enhance employability and leadership capacities.
About ActionAid- Arab Region :
ActionAid Arab Region (AAAR) is part of the ActionAid global Federation working to achieve social justice, gender equality and poverty eradication. Throughout the world, ActionAid works to strengthen the capacity and active agency of people living in poverty and exclusion, especially women, to assert their rights.
2. Purpose
As a partner organization of ActionAid Arab Region, WeYouth’s program and outreach are expanding, and there is a need to strengthen its capacities, internal governance, and policy frameworks to ensure clarity, accountability, and compliance with legal and donor requirements. WeYouth combines members and volunteers, who contribute to strategic and community work, with paid staff responsible for daily operations. This hybrid structure requires updated internal systems to support coordination, good governance, and institutional sustainability. The purpose of this consultancy is to review, update, and consolidate
WeYouth’s key governance and internal policy documents, ensuring they align with current organizational practices, the hybrid structure (members and staff), and applicable Tunisian laws. The consultant will also develop a concise, youth friendly governance toolkit that integrates safety and safeguarding principles
adapted to WeYouth’s operational context.
3. Scope of Work
The consultant will undertake the following tasks:
A. Review and Update Governance Documents
• Review and update the Internal Bylaws / Governance Charter to reflect current organizational structure, roles, and responsibilities.
• Ensure alignment with Tunisian law, donor expectations, and international standards.
B. Review and Update Key Internal Policies
• Update Code of Conduct & Ethics (2024).
• Update HR and Recruitment Policy to reflect current staffing and operational practices.
• Update Workplace Safety & Safeguarding Policy, integrating harassment prevention and PSEA principles.
C. Youth Governance Toolkit & Participatory Orientation
• Produce a Youth-Friendly Governance Toolkit summarizing updated bylaws and policies.
• Include clear guidance on roles, responsibilities, ethical standards, and operational expectations.
• Conduct focus groups and interactive sessions with staff, members, and
volunteers to inform and validate the toolkit, which also serves as an awareness and orientation process.
D. Validation and Orientation
• Conduct a final presentation / validation workshop with staff, members, and volunteers.
• Collect feedback to finalize the toolkit and ensure buy-in from all stakeholders.
4. Deliverables
• Assessment and Workplan Report : methodology, diagnostic findings, and preliminary recommendations.
• Updated Internal Bylaws / Governance Charter reflecting current structures and responsibilities.
• Revised Key Internal Policies : combined document including Code of Conduct & Ethics, HR and Recruitment Policy, and Workplace Safety & Safeguarding Policy.
• Youth-Friendly Governance Toolkit : concise, practical guide integrating bylaws and policies.
• Final Validation Workshop : summary presentation and discussion with staff, members, and volunteers.
5. Duration and Timeline
The consultancy is expected to last approximately 4 to 6 weeks, beginning in December 2025. A detailed timeline will be agreed upon at the start of the assignment.
6. Qualifications
▫ Proven experience in organizational governance and policy development within NGOs.
▫ Knowledge of Tunisian legal frameworks for associations and international standards.
▫ Experience designing or revising HR and operational policies.
▫ Strong understanding of hybrid organizational models (volunteers and staff).
▫ Excellent analytical, drafting, and facilitation skills.
▫ Fluent in French
7. Reporting and Coordination
The consultant will report directly to the Board of Directors of WeYouth, in close coordination with them and with guidance from ActionAid, while collaborating with relevant staff and teams within the organization.
