POSITION SUMMARY
The Senior Program Officer will lead and coordinate the day-to-day implementation of TEI Pillar 2 activities, ensuring high-quality delivery, donor compliance, and effective coordination with the ASEAN Secretariat, AMS, and GGGI country teams.

The role requires technical leadership in waste data harmonization and management of multi-country engagements, with responsibility for work planning, supervision of consultants, and preparation of progress and financial reports to donors.

PURPOSE
The purpose of this position is to take the lead on and deliver the EU–ASEAN Green Team Europe Initiative Pillar 2 project, focusing on harmonizing waste standards and data collection methodologies across ASEAN.
The Senior Program Officer ensures strategic direction, operational efficiency, and technical quality to achieve the project’s goal to strengthen sustainable waste management and circular economy practices in the region.

ENGAGEMENT
Ensure close Coordination with the ASEAN Secretariat and AWGCW, ensuring continuous engagement of AMS representatives and alignment with ASEAN processes.
Engage with SEI (Pillar 1), EU and other stakeholders to ensure complementarity and synergy across program.
Oversee collaboration with GGGI country offices, technical teams and consultants in Cambodia, Lao PDR, Indonesia, Philippines, Thailand, and Malaysia to coordinate national-level consultations and inputs.
Maintain regular coordination with the Danish Ministry of Foreign Affairs on progress, planning, and compliance, including monitoring, evaluation, and reporting.
Internally, liaise with the Circular Economy and Waste Program Lead, Asia, and the Regional Director, Asia, ensuring alignment with GGGI’s regional strategy and internal policies.
Liaise with colleagues of the Indonesia Country Program, especially with the Country Representative and Deputy Country Representative of the Indonesia Program.

DELIVERY
Lead implementation of TEI Pillar 2 in line with approved workplans and donor agreements.
Oversee and guide project staff, consultants, and sub-grants to ensure timely, high-quality outputs.
Supervise the preparation of baseline assessments, technical guidelines, and waste data frameworks.
Lead the coordination of Project Steering Committee (PSC) meetings, ASEAN Circular Economy Forums, and regional dialogues.
Prepare quarterly, annual, and final progress reports for submission to the Danish Embassy and ASEAN Secretariat.
Ensure full compliance with GGGI, Danish MoFA, and EU rules for finance, procurement, and reporting.
Enhance project visibility, communication, and knowledge-sharing in coordination with ACSDSD and SEI.
Contribute to risk management, monitoring & evaluation, and continuous improvement of delivery processes.

QUALIFICATIONS
Master’s degree in Environmental Management, Engineering, Urban Development, Circular Economy, or related field.
At least 8 years of professional experience in solid waste management, data systems, or circular economy projects, preferably in the ASEAN region.
Minimum of two (2) years of living and working outside of their country/countries of nationality (periods of study, volunteer work or internship positions would not be included).
Experience in coordinating or supporting regional or multi-country projects and engaging with international development partners.
Strong understanding of waste data frameworks, harmonization processes, and circular economy principles.
Familiarity with EU and/or Danish donor procedures and financial reporting requirements would be advantage.
Excellent communication and report-writing skills in English; proficiency in other ASEAN languages is an advantage.

WORKING CONDITIONS
The Senior Program Officer (Circular Economy & Waste) is an X9, International grade level in GGGI's salary scale. For X8 International grade, the base salary starts from USD 77,904. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
