Globaltec Desarrollos e Ingeniería, S.A. is seeking a Team Leader (Key Expert 1) for a long-term technical assistance contract in Angola. The Team Leader will be responsible for the overall coordination of a complex, multi-stakeholder programme focused on the sustainable and inclusive development of the agrifood sector, supporting national food and nutritional security, economic growth, and diversification.

This programme aims to promote the sustainable and inclusive development of the agrifood sector in Angola, supporting food security, economic diversification, and job creation. The action focuses on strengthening value chains, improving access to finance, and fostering climate-resilient and gender-responsive practices, in close collaboration with national and international stakeholders.

Key Responsibilities:

·         Lead and coordinate the implementation of technical assistance activities, ensuring timely and effective delivery of objectives.

·         Manage relationships with the EU Delegation, Angolan ministries, public agencies, and private sector stakeholders.

·         Oversee project planning, monitoring, reporting, and evaluation, ensuring coherence across all components.

·         Facilitate stakeholder communication, organize and support technical and steering committees, and ensure knowledge sharing.

·         Provide technical and operational advice on progress and final reports, and support the organization of field missions and workshops.

·         Ensure integration of cross-cutting aspects such as gender and environment/climate change in all interventions.

Requirements:

Qualifications and Skills

·         A Master’s degree in Economics, Social Sciences, Public Administration, International Development or a closely related field. Alternatively, a minimum of 20 years of professional experience in relevant sectors.

·         Proven leadership and coordination skills, including the ability to manage multidisciplinary teams and facilitate institutional dialogue.

·         At least five (5) years of experience as Team Leader or in an equivalent senior coordination role in technical assistance or consultancy projects of at least 12 months’ duration.

·         Full computer literacy.

·         Languages:

·         Portuguese: Excellent oral and written command, minimum C1 level (CEFR).

·         English: Excellent oral and written command, minimum C1 level (CEFR).

General Professional Experience

·         A minimum of twelve (12) years of experience in coordinating technical assistance for socio-economic development projects, including management of international teams and complex programmes, preferably in Sub-Saharan Africa.

·         At least five (5) years of experience (or ten assignments) in the implementation of financial instruments (grants, loans, guarantees), ideally in the agri-food sector.

·         Familiarity with EU procedures and financial instruments will be considered an asset.

·         Experience in value chain development within strategic corridors will be considered an advantage.

Specific Professional Experience

·         Proven track record as Team Leader (or equivalent) in at least two assignments of technical assistance or consultancy, each lasting a minimum of 12 months.

·         Demonstrated experience in the design, implementation, monitoring and reporting of large-scale agribusiness, investment or grant programmes in developing countries, particularly in Sub-Saharan Africa.

·         Strong background in institutional coordination with donors, ministries, public agencies and private sector stakeholders.

·         Practical experience in the use or support of financial instruments such as grants, blended finance and public-private mechanisms.

·         Recent experience (within the last 5–10 years) in partner countries’ contexts (ideally Angola) in agribusiness or value chain development.

Location

Based in Luanda, with regular missions to Moxico, Moxico Leste, Bié, Benguela, and Huambo.

Duration

48 months (minimum 230 working days per year)
