Globaltec Desarrollos e Ingeniería, S.A. is seeking a Key Expert 3 – Agronomist and M&E Specialist for a long-term technical assistance contract in Angola. The expert will be responsible for monitoring and evaluating agricultural projects, supporting the implementation of improved agricultural practices, and ensuring the integration of cross-cutting aspects such as gender and environment/climate change.
This programme aims to promote the sustainable and inclusive development of the agrifood sector in Angola, supporting food security, economic diversification, and job creation. The action focuses on strengthening value chains, improving access to finance, and fostering climate-resilient and gender-responsive practices, in close collaboration with national and international stakeholders.
· Design and implement monitoring and evaluation frameworks for agricultural projects.
· Conduct field visits, collect and analyse quantitative and qualitative data, and report on project outcomes and impacts.
· Provide technical advice and training to farmers and technical staff on improved agricultural practices.
· Develop and implement performance indicators and M&E systems, including data collection, analysis, and interpretation.
· Collaborate with project stakeholders, including the EU Delegation, Angolan ministries, and beneficiary communities.
· Prepare technical reports and contribute to knowledge sharing and capacity building.
Qualifications and Skills
· A university degree in Agronomy, Agricultural Engineering or a closely related field. Alternatively, a minimum of 10 years of professional experience in relevant sectors.
· Specific training in Monitoring and Evaluation (M&E).
· Full computer literacy.
· Languages:
· Portuguese: Excellent oral and written command, minimum C1 level (CEFR).
· English: Excellent oral and written command, minimum C1 level (CEFR).
General Professional Experience
· At least five (5) years of experience in agriculture, agronomy or rural development, including technical assistance, advisory services and extension work.
· A minimum of three (3) years of experience in agricultural investment programmes and in training farmers and technical staff on improved agricultural practices.
· Proven experience in the design and implementation of Monitoring and Evaluation frameworks.
· At least three (3) years of experience in developing and applying indicators and M&E systems for agricultural projects, including data collection, analysis and interpretation of both quantitative and qualitative information.
Specific Professional Experience
· Demonstrated experience in a dual role combining agronomic expertise with M&E responsibilities for three to four years.
· Practical involvement in monitoring and evaluation of agricultural projects: definition of indicators, baseline and endline data, field visits and reporting of results.
· Experience in agronomic assessments (crop performance, soil management, irrigation and fertilisation), value chain linkages and translating agronomic data into project indicators.
· Familiarity with report writing, data analysis, stakeholder consultations and the use of digital tools for monitoring.
· Experience in EU-funded or donor-funded agricultural projects will be considered an advantage.
Based in Huambo, with regular missions to Luanda and other provinces involved in the programme.
48 months (minimum 230 working days per year)
