Job Title: Procurement Specialist (Detailed Design & Procurement Management Phase)

Position Overview:

The Procurement Specialist is a critical role in ensuring that all procurement activities under the project that Feasibility Studies, Detailed Engineering Design, Procurement Management, and Construction Supervision at Samsep Kanha located in Kampong Thom and Kamping Pouy in Preah Vihear province which aims to enhance the water security in Cambodia.

The specialist provides technical expertise throughout the detailed design and procurement management phases, ensuring that project resources are acquired competitively, cost-effectively, and in alignment with environmental and social safeguards.

Key Responsibilities:

Ÿ   Assist the preparation comprehensive bidding documents and providing technical support during the procurement process

Ÿ   Develop bid evaluation criteria such as the development of the qualification and rated criteria and/or post-qualification criteria

Ÿ   Support bidding arrangements including bid announcement, organizing pre-bid meetings, replying to queries from the bidders and managing procurement-related services

Ÿ   Provide technical support in bid evaluation, preparation of bid evaluation reports and issuance of notices of Award

Ÿ   Ensure the smooth and efficient procurement process

Ÿ   Collaborate with engineering teams during the detailed design stage to align procurement strategies with technical specifications and BOQs
