SUMMARY OF THE OPPORTUNITY
This Program seeks to bolster Ukraine's competitiveness by supporting both public and private sector entities in key areas: improving the enabling business environment, fostering productivity, innovation and value addition, and enhancing workforce skills in selected sectors. It will achieve four outcomes: Outcome 1: SME friendly regulatory framework conditions, effective public-private dialogue and a conducive business environment; Outcome 2: Enhanced competitiveness and innovation of selected sectors; Outcome 3: Improved operational performance, sustainability and skills for SMEs and Outcome 4: Quality employment and strengthened labour market governance.
 
The four components of the program are:

• Component 1: Sectoral competitiveness and innovative value chains.
• Component 2: Sectoral competitiveness and innovative value chains.
• Component 3: Enhancing SME competitiveness.
• Component 4: Labour market support. (this component will be implemented by ILO).

 
Starting date: April 2026.
 
 
SUMMARY OF THE POSITIONS
Cowater is looking for Project Leaders for the intervention levels/Components for the Competitiveness for Recovery Ukraine 2026-2030 Program.
 
 
QUALIFICATIONS Minimum Experience:

• Demonstrated expertise and experience in working on international cooperation projects, including in the realm of private sector competitiveness.
• Demonstrated capacity for strategic interaction with relevant stakeholders of the respective intervention level or component and existing network.
• Technical experience in the relevant thematic area of the intervention level or component (component 1-3).
• Excellent knowledge of the Ukrainian context, of national regulatory frameworks and of national stakeholders, including Government agencies and local actors.
• Experience in leading smaller teams and / or coordinating consultants.
• Experience in Project Cycle Management (PCM), Results Based Management (RBM).

 
Language Proficiency:

• Fluency in English and Ukrainian.
