Job Title: Senior Evaluation Specialist (Mixed Methods and Realist Evaluation Lead)

Department/Location: Remote; possibly 6-7 days overseas

Reports To: Team Leader / Vice President

Overview: The Senior Evaluation Specialist co-leads the technical design and implementation of the mixed-methods evaluation approach with the Team Leader, contributes to rubrics, ensures data quality, and drives evidence synthesis across countries.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

  1. Methodological Design
    • Design evaluation matrix, data collection protocols, and realist inquiry parameters.
    • Develop rubrics to assess contribution level, strength of evidence, and scalability potential.
  2. Tool Development and Training
    • Draft interview guides, data extraction templates, case study protocols, and participatory tools.
    • Provide methodological coaching to country consultants.
  3. Data Collection and Triangulation
    • Conduct semi-structured interviews with key informants (Unitaid, CHAI, WHO, PAHO, implementing partners).
    • Review monitoring data, country reports, and secondary literature.
  4. Evidence Analysis and Synthesis
    • Lead coding and thematic analysis across eight countries.
    • Apply realist principles: identifying context–mechanism–outcome configurations.
    • Contribute to cross-country comparison and identification of transferable lessons.
  5. Reporting Contributions
    • Draft major sections of the inception, first, second, and final reports in coordination with the TL and other team members.
    • Validate findings for accuracy and methodological rigor.

Key Deliverables

  • Draft methodology chapter in inception report under direction of the Team Leader
  • Evaluation matrix, data collection tools, rubrics
  • Contributions to all report drafts
  • Synthesized cross-country evidence tables

Minimum Qualifications:

  • 8–12 years in mixed-methods evaluation
  • Understanding of OECD-DAC evaluation criteria, Unitaid’s access barriers, and principles of realist and participatory evaluation to explore what worked, for whom, in what contexts, and why using a realist lens
  • Strong qualitative and quantitative analytical skills
  • Experience with global health and SRH programs

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: 10% travel is required.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
