Job Title: Health Market Dynamics and Financing Specialist

Department/Location: Remote; possibly 2-3 days overseas

Reports To: Team Leader / Vice President

Type: Consultant, Estimated LOE 25-30 days, March-June 2026

Overview: Assesses market-shaping outcomes, pricing and affordability shifts, supply chain dynamics, cost drivers, and opportunities for sustainable financing and scale-up.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

  1. Market Dynamics Assessment
    • Analyze Unitaid’s contribution to reducing HPV test and thermal ablation device prices.
    • Review supplier markets, procurement pathways, and distribution systems.
  2. Sustainable Financing Analysis
    • Evaluate cost drivers and financial barriers to scale-up.
    • Assess domestic financing readiness and potential co-financing pathways.
  3. Commodity Supply and Delivery
    • Analyze availability, utilization, distribution barriers, and device deployment across countries.
    • Contribute to Learning Theme 5 on commodity supply and delivery.
  4. Contribution to Evaluability Framework
    • Support triangulation of costing, affordability, and investment efficiency.
  5. Reporting
    • Draft market dynamics and financing sections in all report versions in coordination with the Team Leader and other evaluation team members.
    • Provide policy and operational recommendations based on findings for each country.

Key Deliverables

  • Conduct market-shaping analysis for all eight countries
  • Synthesize commodity supply/delivery
  • Provide inputs to all evaluation report drafts under the direction of the Team Leader and in coordination with other evaluation team members
  • Recommendations on sustainable financing and affordability

Minimum Qualifications:

  • 7–12 years assessment of health market dynamics
  • Experience with market-shaping interventions
  • Strong understanding of lower and middle income country (LMIC) procurement and device markets

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: 10% travel is required.

Work Authorization: Candidate must be authorized to work in the country of residence.
