Job Title: Local Consultant - In-Depth Evaluation Case Study – Burkina Faso

Overview: The Burkina Faso Country Consultant will lead the in-depth case study and conduct all in-person data collection, analysis, and stakeholder engagement. Burkina Faso represents an early introduction setting for HPV molecular testing and thermal ablation under Unitaid’s cervical cancer portfolio. The consultant will investigate how Unitaid, the Ministry of Health, Expertise France, CHAI, and facility teams introduce screening and treatment services and how these investments influence readiness for scale-up.

Note: The local consultant will be paired with a local Logistics and Research Assistant to support the in-depth case data collection, including managing local travel, liaising with facility and community stakeholders, and assisting with real-time documentation during interviews and field visits.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

1. Prepare for Country-Level Evaluation Activities

  • Review background documents, monitoring data, and national guidelines to understand Burkina Faso’s program context.
  • Develop a country data collection plan and confirm a comprehensive stakeholder list.
  • Coordinate with national and regional health authorities to secure interview and site visit approvals.

2. Engage National and Subnational Stakeholders

  • Interview Ministry of Health decision-makers, national cancer control focal points, WHO country team members, and implementing partners in French and Mooré.
  • Engage regional health directors and district management teams to understand how they implement Unitaid-supported interventions.
  • Gather community and civil society insights on access barriers, awareness levels, and screening acceptability.

3. Conduct In-Person Facility and Field Visits

  • Visit selected health facilities, laboratories, and screening/treatment sites.
  • Document how staff carry out HPV testing, manage self-sampling, and operate thermal ablation/LEEP devices.
  • Observe real-world bottlenecks, such as equipment shortages, workflow inefficiencies, and gaps in follow-up mechanisms.
  • Assess whether facilities maintain an effective linkage between screening and treatment, especially in rural regions.

4. Capture Women’s and Community Perspectives

  • Facilitate group discussions or interviews with women who participated in screening and treatment.
  • Work with community groups to understand cultural, financial, and geographic barriers that influence care-seeking behavior.
  • Integrate insights from WLHIV where relevant.

5. Analyze Findings and Draft Country Case Study

  • Analyze interview data, facility observations, and document reviews to identify implementation drivers and barriers.
  • Identify context–mechanism–outcome patterns that illustrate how Unitaid’s investments generate catalytic effects.
  • Draft a 10–12 page country case report that highlights lessons related to continuum of care, commodity delivery, financing, scalability, and south–south learning.

6. Collaborate with the Core Evaluation Team

  • Participate in calls and feedback sessions with the core evaluation team.
  • Respond promptly to requests for clarification, validation, or additional evidence.
  • Support cross-country synthesis by providing high-quality, verified country-level data and insights.

  • Draft Burkina Faso case study (10–12 pages)
  • Contributions to cross-country synthesis

Qualifications

  • 5–15 years of evaluation or applied research experience in global health
  • Strong qualitative research and interviewing skills
  • Deep professional experience in francophone West African health systems
  • Fluency in French and Mooré
  • Demonstrated experience engaging community groups and women’s health stakeholders

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Domestic travel may be required.

Work Authorization: Candidate must be authorized to work in the country of residence.
