Job Title: Local Consultant - In-Depth Evaluation Case Study – Kenya

Department/Location: Nairobi, Kenya and multiple subnational sites throughout Kenya

Overview: The Kenya Country Consultant will lead Kenya’s in-depth case study and collect high-quality evidence on how Unitaid’s investments strengthen cervical cancer screening, treatment, and integration with HIV services. Kenya has advanced cervical cancer programming and strong county-level health governance, making it a critical learning site for Unitaid. The consultant will investigate how HPV molecular testing, self-sampling pilots, thermal ablation deployment, and integrated sexual and reproductive health (SRH) and HIV service models operate across diverse county contexts.

Note: The local consultant will be paired with a local Logistics and Research Assistant to support the in-depth case data collection, including managing local travel, liaising with facility and community stakeholders, and assisting with real-time documentation during interviews and field visits.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

1. Prepare and Mobilize for the Evaluation

  • Review national strategies, CHAI and MOH implementation documents, cervical cancer monitoring data, and Unitaid partner reports.
  • Develop a Kenya-specific data collection plan that reflects county-level diversity and service delivery models.
  • Initiate outreach to national and county health officials to confirm interviews, site visits, and clearances.

2. Lead Stakeholder Engagement at National and County Levels

  • Interview MOH Reproductive Health leadership, National Cancer Control Program staff, HIV program managers, and CHAI and WHO focal points.
  • Engage county health directors and facility managers to document how they implement Unitaid-supported interventions.
  • Conduct interviews in English and Kiswahili with community health volunteers, frontline health workers, and civil society groups.

3. Conduct Facility and Programmatic Observations

  • Visit high-volume facilities and hubs implementing HPV self-sampling, molecular testing, and thermal ablation.
  • Observe workflows from sample collection through treatment referral and follow-up.
  • Document bottlenecks such as equipment availability, sample processing delays, or gaps in triage and linkage-to-treatment.

4. Gather Community, User, and Women’s Perspectives

  • Facilitate structured discussions with screened women, WLHIV groups, and community health workers who support outreach.
  • Document user experiences related to acceptability of self-sampling, stigma, access challenges, and treatment navigation.

5. Analyze Data and Produce the Kenya Case Study

  • Synthesize interviews, observation notes, and documentation into a 10–12 page case study.
  • Identify context–mechanism–outcome configurations that explain why certain models succeed in Kenya.
  • Highlight lessons on integration with HIV services, county leadership, and sustainable scale-up pathways.

6. Collaborate with the Core Team

  • Join regular coordination calls and respond promptly to clarification requests.
  • Confirm factual accuracy and support cross-country synthesis led by the core evaluation team.

Minimum Qualifications:

  • 5–10 years of evaluation or applied research experience in global health
  • Strong experience with Kenya’s devolved health system
  • Fluency in English and Kiswahili
  • Experience with SRH, HIV, or cervical cancer programs

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Domestic travel may require.

Work Authorization: Candidate must be authorized to work in the country of residence.
