Job Title: Local Consultant - In-Depth Evaluation Case Study – Malawi

Overview: The Malawi Evaluation Country Consultant will lead the in-depth country case study and document how Unitaid’s investments accelerate the transition from visual inspection with acetic acid (VIA)-based programs to HPV molecular testing and improve treatment linkage across Malawi’s decentralized health system. Malawi carries a high cervical cancer burden and relies heavily on integrated sexual and reproductive health (SRH) and HIV service platforms, making it a critical site for understanding how Unitaid-supported innovations shape national pathways toward elimination. The consultant will collect primary data across districts, analyze operational challenges, and document how health workers, district teams, and communities experience and adapt the new technologies and service delivery models.

Note: The local consultant will be paired with a local Logistics and Research Assistant to support the in-depth case data collection, including managing local travel, liaising with facility and community stakeholders, and assisting with real-time documentation during interviews and field visits.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

1. Prepare and Organize Evaluation Activities

  • Review national cervical cancer guidelines, Unitaid implementing partner reports, training materials, and monitoring data.
  • Develop a Malawi-specific data collection plan that reflects district-level diversity and health system realities.
  • Coordinate with the Ministry of Health, district health management teams, and implementing partners to secure interviews and site access.

2. Engage National, District, and Facility Stakeholders

  • Interview MOH Reproductive Health Unit leads, the National Cancer Control Program, HIV program managers, and Unitaid partners such as CHAI and WHO.
  • Engage district medical officers, cervical cancer coordinators, and facility leadership to understand how they deliver HPV testing, self-sampling, thermal ablation, and referral services.
  • Conduct interviews in English and Chichewa with frontline providers, nurses, clinicians, and community health workers.

3. Conduct In-Person Facility Visits and Observations

  • Visit selected health centers, district hospitals, and integrated SRH/HIV clinics to observe screening workflows, sample collection processes, thermal ablation use, and patient flow.
  • Document operational challenges such as inconsistent device maintenance, stockouts, sample transport delays, and gaps in follow-up for women requiring LEEP or specialist referral.
  • Assess how staff coordinate screening and treatment when resources are limited.

4. Capture Women’s and Community Perspectives

 

  • Hold structured discussions with women screened through both facility-based and community outreach activities.
  • Document user perceptions of HPV testing, self-sampling feasibility, stigma, affordability, and treatment navigation.
  • Engage WLHIV groups to understand how integration with HIV platforms influences uptake and continuity of care.

5. Analyze Findings and Develop the Malawi Case Study

  • Analyze interview data, facility observations, and documents to identify the mechanisms that enable or hinder effective screening and treatment.
  • Identify specific lessons on same-day treatment, district-level leadership, integrated SRH/HIV service models, and scale-up readiness.
  • Produce a 10–12 page case study that highlights context–mechanism–outcome patterns and actionable insights for Unitaid.

6. Coordinate with the Core Evaluation Team

  • Participate in synthesis discussions and confirm the accuracy of Malawi’s inputs.
  • Respond promptly to requests for clarification and provide follow-up evidence when needed.

  • Interview and observation notes; community engagement documentation
  • Draft Malawi Case Study (10–12 pages)
  • Inputs to cross-country synthesis and recommendation development

Qualifications

  • 5–10 years of evaluation or applied research experience in global health
  • Strong experience with Malawi’s district health system and SRH/HIV service platforms
  • Fluency in English and Chichewa
  • Demonstrated ability to engage diverse stakeholders and collect high-quality field data

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Domestic travel may be required.

Work Authorization: Candidate must be authorized to work in the country of residence.
