Job Title: Local Consultant - In-Depth Evaluation Case Study – Philippines

Department/Location: Manila, Philippines and multiple subnational sites throughout Philippines

Overview: The Philippines Country Consultant will lead the in-depth case study and examine how Unitaid-supported HPV molecular testing, self-sampling pilots, and thermal ablation deployment influence cervical cancer secondary prevention across a geographically diverse archipelago. The consultant will investigate how national and local government units adopt new screening technologies, how service delivery models vary across islands and facility types, and how operational constraints shape scalability. The consultant will collect primary data through interviews, remote and in-person facility visits where feasible, and community engagement activities to document how women, health workers, and local implementers experience the introduction of these innovations.

 

Note: The local consultant will be paired with a local Logistics and Research Assistant to support the in-depth case data collection, including managing local travel, liaising with facility and community stakeholders, and assisting with real-time documentation during interviews and field visits.

Their responsibilities will include:

Essential Duties/Tasks and Responsibilities:

1. Prepare and Organize Evaluation Activities

  • Review policy documents, DOH cervical cancer strategies, Unitaid partner reports, and monitoring data related to HPV testing, self-sampling, and treatment innovations.
  • Develop a Philippines-specific data collection plan that reflects geographic diversity and the decentralization of health service delivery.
  • Coordinate with the Department of Health, local government units (LGUs), implementing partners, and regional offices to confirm interviews and site access.

2. Engage National, Regional, and Local Stakeholders

  • Interview DOH Reproductive and Women’s Health leadership, Cancer Control Program officials, PHOs and CHOs (Provincial and City Health Offices), PhilHealth representatives, CHAI, WHO, and civil society organizations.
  • Engage LGU health officers, facility managers, program coordinators, and frontline workers to understand how they implement Unitaid-supported interventions.
  • Conduct interviews in English and Filipino to ensure meaningful participation across levels.

3. Conduct In-Person and Virtual Facility Assessments

  • Visit selected health facilities, treatment hubs, screening sites, and laboratories across reachable provinces.
  • Observe workflows for HPV testing, self-sampling distribution and collection, thermal ablation usage, and referral processes.
  • Document operational constraints such as archipelagic barriers to sample transport, device deployment gaps, variability in provider training, and delays in treatment linkage.

4. Capture Women’s and Community Perspectives

  • Facilitate structured discussions with screened women, community advocates, and local women’s health groups.
  • Document perceptions related to self-sampling acceptability, stigma associated with screening, service accessibility, and confidence in treatment pathways.
  • Engage health workers and barangay-level outreach teams to understand how they promote screening in remote or underserved areas.

5. Analyze Findings and Develop the Philippines Case Study

  • Synthesize interview findings, facility observations, and documentation to identify context–mechanism–outcome patterns.
  • Highlight insights related to service delivery across islands, coordination between national and local actors, and barriers to program expansion.
  • Produce a 10–12 page case study that captures operational learnings, equity considerations, and opportunities for scale-up.

6. Coordinate with the Core Evaluation Team

  • Participate in regular coordination calls and respond to follow-up questions to validate findings.
  • Provide detailed, verified country-level inputs for cross-country synthesis and recommendation development.

  • Draft Philippines Case Study (10–12 pages)
  • Contributions to cross-country synthesis and thematic learning analysis

Qualifications

  • 5–15 years of evaluation or applied research experience in global health
  • Strong knowledge of the Philippines’ decentralized health system and LGU governance structures
  • Fluency in English and Filipino
  • Demonstrated ability to conduct fieldwork across diverse and geographically dispersed settings
  • Experience in SRH, NCD prevention, or women’s health programs preferred

Education: An advanced degree in a relevant field across the social sciences

Working Environment: Work is performed in a typical corporate office environment or remotely.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Domestic travel may be required.

Work Authorization: Candidate must be authorized to work in the country of residence.
