Job Title: Team Leader
Position Overview:
The Team Leader will provide overall technical and managerial leadership for a World Bank funded water resources project in Cambodia, covering feasibility studies, detailed design, procurement management, and construction supervision. The role involves leading a multidisciplinary team, coordinating with the Client and authorities, and ensuring compliance with national regulations and World Bank requirements. The assignment supports improved water security and agricultural productivity through the development of water resources infrastructure in climate vulnerable river basins.
Key Responsibilities:
Provide overall technical and managerial leadership for the project across feasibility studies, detailed design, procurement management, construction supervision periods
Serve as the primary liaison with the Client and other relevant authorities, ensuring effective coordination and communication.
Lead and coordinate a multidisciplinary team of experts, ensuring timely delivery outputs in line with the approved work plan and contract requirements.
Ensure compliance with applicable national regulations, international standards and requirements, including environmental, social, health, and safety safeguards.
Provide technical oversight and quality assurance for feasibility studies, engineering designs, cost estimates, bidding documents, and technical reports.
Support stakeholder engagement and risk management, identifying issues early and proposing practical solutions to facilitate smooth project implementation.
Objective of the Project/Assignment:
The Project’s objective is to establish the foundation for improved water security in Cambodia, increasing agricultural productivity within designated river basins, while also ensuring efficient responses to eligible crises or emergencies.
The Project’s scope covers four provinces situated in the Northeast region of Cambodia. The sub-basins within the project region face water stress and are particularly vulnerable to the impacts of climate change, including floods, droughts, and seasonal fluctuations in river flow. The project is designed to address these challenges, focusing on enhancing water security and amplifying agricultural water productivity within the targeted areas.
The objective of this assignment is for the consultant to 1) Prepare Feasibility Studies, Detailed Engineering Designs, Engineering Drawings, and other relevant documents; 2) Carry out the Construction Supervision of Civil Work Packages and ensure compliance with the designs and specifications, while following the social and environmental specifications and regulations set by the Cambodian government and the World Bank.
Qualification Required:
Master’s Degree in Water Resources/Irrigation and Drainage Engineering, Civil/Dam Engineering, Hydraulic Engineering or other related fields
15 years of professional experience in field of Water Resources/Irrigation and Drainage
At least 3 Project Experience as Team Leader in DD&CS Project for water resources, irrigation and drainage fields (Each Project Must Include both Detailed Engineering Design and Construction Supervision Aspects)
5 Project Experience in World Bank and other MDBs funded projects
10 years of international work experience out of home country, preferably within Southeast Asian Countries
