Under the Angola Youth Employment Project (AYEP – Crescer Programme), the Ministry of Planning of the Republic of Angola, in coordination with INAPEM, will implement a 10-month consultancy aimed at supporting the finalization, harmonization, and operationalization of the Startup Law, the MSME Law, and the National Innovation & Entrepreneurship Policy.
The consultancy will provide technical, legal, communication, and monitoring support to ensure these frameworks are legally sound, practically applicable, and widely disseminated, contributing to the strengthening of the national entrepreneurship ecosystem, with a particular focus on youth and women.
For the implementation of this contract, qualified professionals are invited to apply for one of the following positions.
1. Team Leader / Policy and Legal Framework Expert
Overall coordination of the assignment, technical leadership of the team, and liaison with public institutions. Responsible for guiding legal harmonization processes, defining the implementation strategy, and overseeing all deliverables.
2. MSME and Entrepreneurship Specialist
Responsible for the design and implementation of incubation and acceleration programs based on the Twendy model, as well as the development of practical entrepreneurship support tools, with a focus on youth- and women-led enterprises.
3. Legal Expert – Business and Regulatory Reform
Responsible for legal analysis, review, and harmonization of the Startup Law, MSME Law, and related regulations, including the drafting of guidelines, checklists, and simplified regulatory instruments.
4. Communication and Awareness Expert
Responsible for designing and implementing communication campaigns, national dissemination strategies, roadshows, informational materials, and awareness-raising activities to ensure stakeholder understanding and ownership of the legal frameworks.
5. Monitoring, Evaluation, and Knowledge Products Specialist
Responsible for designing and implementing monitoring systems, databases, performance indicators, analytical reports, and the framework for the National Entrepreneurship Observatory.
6. Technical Assistant / Intern (Non-Key Expert)
Provides cross-cutting support to the team in coordination, logistics, data collection, technical documentation, and operational assistance across legal, communication, and incubation activities.
