External Legal Consultancy (Framework Contract)
We are seeking a senior legal expert to act as Key Expert (KE) for the provision of external legal consultancy services to an intergovernmental organization. The KE will be responsible for the quality, coherence and signature of all legal opinions and studies delivered under the contract.
Provide high-level legal advice in Public International Law and the Law of International Organizations.
Advise on institutional and governance matters, including statutes, internal rules, policies and distribution of competences.
Conduct comparative legal analysis with other international organizations and propose alignment with international best practices.
Support staff-related matters under principles of international civil service law.
Provide legal support in pre-litigation and litigation, including proceedings before international administrative tribunals and arbitration bodies (e.g. ILOAT, ICC).
Advise on EU law as applicable to international organizations (public procurement, PRAG, GDPR, EU grants).
Coordinate and supervise other legal experts when required, ensuring quality control and timely delivery.
Sign and validate all legal opinions and formal deliverables.
University degree in Law.
Licensed to practice law in accordance with the legislation of the country of origin.
Proven professional experience in Public International Law and Law of International Organizations.
Demonstrated experience advising or working with international or intergovernmental organizations.
Practical experience in pre-litigation or litigation before international dispute resolution bodies.
Excellent command of English (working language).
Ability to work autonomously and respond under tight deadlines.
Senior-level profile with substantial professional experience (typically 10+ years) in relevant legal fields.
Experience combining legal analysis with practical, operational advice.
Ability to handle complex legal issues involving conflict of laws, privileges and immunities, and institutional frameworks.
Experience with EU legal and financial frameworks applicable to international organizations.
Knowledge of French, Spanish and/or Arabic.
Prior involvement in drafting or revising internal regulations, policies or staff rules of international organizations.
Framework contract, up to 36 months.
Services provided on demand, mainly remotely.
Estimated workload: up to 250 hours over the contract duration.
Candidates must be able to ensure availability and responsiveness throughout the contract period.
