Various FCDO-funded Third Party Monitoring (TPM) projects worldwide

 

The Role

Duties and Responsibilities 

We are looking for a senior international expert to work with our team on  FCDO-funded Third Party Monitoring (TPM) projects with main duties to:

·         Lead delivery of the Expenditure Monitoring (EM) TPM report ensuring clientready outputs.

·         Engage and coordinate with Programme Team (PT), Implementing Partner (IP) and Downstream Partners (DP).

·         Review programme financial and programmatic documents (budgets, reports, contracts, procurement, M&E).

·         Draft and finalise a Concept Note/Design Document defining scope, methodology, timeframe, sampling and tools.

·         Plan and conduct remote interviews; recruit, brief and manage national/international support consultants as required.

·         Analyse expenditure data to assess compliance, valueformoney, misclassification and financial risks; formulate evidencebased recommendations.

·         Produce draft and final EM Report; manage comments using a Transparency Tracker.

·         Maintain audit trail: reference list, stakeholder interview log (dates & job titles) and supporting documentation for audits/assurance.

·         Present emerging findings and final conclusions to stakeholders.

·         Report technically to the Team Leader and laterally to the Programme Manager on QA, resourcing, timing and contract matters.

·         Adhere to HSSE/security guidance, policies, values and dataprotection/confidentiality requirements.

·         Manage timelines, consultant inputs and budgets; escalate risks promptly with proposed mitigations; perform other reasonable tasks as requested.

Homebase with occasional travel, mainly Africa (part-time)

 

The Person

Essential: 

·         Over 5 years relevant experience

·         Experience on TPM projects

·         Experience working on FCDO funded projects

·         International, preferrable Africa experience

·         Excellent English skills

·         Excellent stakeholder management skills

·         Willing to travel on short term assignments

 Desirable

·         Fluency in other language
