This position operates within a dynamic project environment focused on revitalizing agriculture and building climate resilience in Southern Iraq. The role is crucial for ensuring the health, safety, social, and environmental aspects of the project are managed effectively, contributing to the well-being of workers and the sustainability of the project's impact. Regular travel to project sites in Muthanna, Qadisiya, Missan, and Thi Qar is required to monitor and support HSSE implementation


The Health Safety, Social and Environmental (HSSE) Analyst will report directly to the Project Manager  and will ensure full coordination with the Regional Infrastructure Advisor, the Hub HSSE  Specialist, Lead Civil Engineer , Programme team and Projects’ teams members.  Under the guidance and direct supervision of the Project Manager, the main duties of the HSSE Analyst are to facilitate compliance with UNOPS Health, Safety, Social and Environmental (HSSE) systems, Social and Environmental Safeguards Framework, IFAD SECAP guidelines and AF procedures and monitor the implementation of ESMPs to mitigate risks which are a consequence of the project. The incumbent needs to foster a health and safety culture in accordance with UNOPS health and safety management systems throughout all phases of the project. The incumbent will need to implement and monitor the grievance redress mechanism and ensure effective stakeholder consultation and engagement. Specifically, He/she will be responsible for the following duties:


1. HSSE Management System Implementation and Monitoring


  • Analyze project activities and synthesize HSSE requirements to develop and implement a comprehensive HSSE management system in line with UNOPS and IFAD SECAP, Adaptation Fund guidelines and international standards (e.g., ISO 14001, ISO 45001).  - Assess the soundness and validity of HSSE plans and procedures developed by contractors and project teams.  - Conduct regular site inspections and audits to monitor compliance with HSSE requirements and identify areas for improvement.  - Analyze incident reports and propose corrective and preventive actions to prevent recurrence.  - Prepare detailed reports, analyses, and presentations on HSSE performance, trends, and recommendations.

2. Stakeholder Engagement and Social Safeguards


  • Apply conceptual models and policy frameworks to assess the social and environmental impacts of project activities.  - Analyze stakeholder concerns and synthesize mitigation measures to address potential negative impacts.  - Adapt community engagement strategies to ensure effective communication and participation in project decision-making.  - Contribute substantive comments and modifications to social and environmental impact assessments (SEIAs) and management plans.  - Occasionally persuade or influence colleagues and contractors on the importance of social safeguards and community engagement. -Receive, acknowledge, and log grievances and complaints on time in accordance with the GRM.

3. Capacity Building and Training


  • Analyze training needs and synthesize training programs to enhance HSSE awareness and competence among project personnel and contractors.  - Develop and deliver HSSE training sessions on topics such as hazard identification, risk assessment, emergency response, and environmental management.  - Judge the effectiveness of training programs and propose improvements to enhance learning outcomes.  - Mentor junior staff and provide technical guidance on HSSE matters.

4. Emergency Preparedness and Response


  • Analyze potential emergency scenarios and synthesize emergency response plans to ensure the safety of personnel and assets.  - Develop and implement emergency drills and exercises to test the effectiveness of response plans.  - Adapt emergency response procedures based on lessons learned from drills and incidents.  - Coordinate with local authorities and emergency services to ensure effective collaboration in emergency situations.
