1. Project Background

LACU is currently implementing a project titled “The Local Governance and Service Delivery Enhancement Project in Syria”, funded by the European Union under the Integrated Response Mechanism Program and the United Nations Office for Project Services (UNOPS), which aims to support Syrian municipalities in improving local governance, service delivery, and social cohesion in post-conflict and fragile contexts.

The project focuses on building the capacities of municipal councils, strengthening inclusive community participation, advancing institutional systems and digital transformation, supporting civil society organizations, and implementing small-scale, high-impact service delivery projects. It also contributes to local economic recovery, enhances coordination among municipalities, and institutionalizes monitoring, accountability, and learning mechanisms.

The expected outcome is more effective, transparent, and inclusive local governance, improved public services, and increased trust between citizens and local institutions, and local institutions.

Job Purpose

The MEAL Officer supports the project team in tracking progress, measuring results, and ensuring accountability to communities. The role focuses on collecting and analyzing data, listening to community feedback, and using lessons learned to improve project activities. The MEAL Officer helps ensure the project is transparent, effective, and responsive to the needs of municipalities and local communities.

Key Responsibilities:

1. Monitoring & Evaluation

  • Support the development and implementation of the project MEAL framework, including indicators, targets, tools, and data collection plans in line with EU and UNOPS requirements.
  • Monitor project progress against results frameworks, workplans, and logical frameworks.
  • Conduct regular field monitoring visits to municipalities and community activities.
  • Support baseline, midline, and endline assessments, including data collection and analysis.
  • Ensure community feedback is systematically collected, analyzed, and integrated into project decision-making.

2. Learning & Knowledge Management

  • Document lessons learned, best practices, and challenges related to local governance, service delivery, and social cohesion.
  • Facilitate learning sessions with project staff, municipal councils, and civil society partners.
  • Support adaptive management by providing timely analysis and recommendations to improve project implementation.
  • Contribute to knowledge-sharing between municipalities and with relevant stakeholders.

3. Data Management & Reporting

  • Analyze quantitative and qualitative data and produce clear, evidence-based insights.
  • Contribute to donor reports (narrative and MEAL sections), internal reports, and presentations.
  • Ensure proper documentation and archiving of MEAL data and evidence.
