Project Coordinator. / Work Place: Homs Governorate - Syria

1. Project Background

LACU is currently implementing project titled “The Local Governance and Service Delivery Enhancement Project in Syria”, funded by the European Union under the Integrated Response Mechanism Program and the United Nations Office for Project Services (UNOPS), aims to support different Syrian municipalities in improving local governance, service delivery, and social cohesion in post-conflict and fragile contexts.

The project focuses on building the capacities of municipal councils, strengthening inclusive community participation, advancing institutional systems and digital transformation, supporting civil society organizations, and implementing small-scale, high-impact service delivery projects. It also contributes to local economic recovery, enhances coordination among municipalities, and institutionalizes monitoring, accountability, and learning mechanisms.

The expected outcome is more effective, transparent, and inclusive local governance, improved public services, and increased trust between citizens and local institutions, and local institutions.

Purpose of the Role:

The Project coordinator will oversee the implementation and coordination of the project in the field. This role involves working closely with local authorities, municipalities, and the affected communities to ensure the delivery of effective and timely assistance to achieve the goals.

Key Responsibilities:

Coordination & Partnerships:

  • Establish and maintain effective relationships with government agencies, municipalities, NGOs, and community stakeholders.
  • Represent the organization in relevant coordination forums, including government meetings.
  • Support the project manager in planning, implementation, and monitoring of project activities.
  • Ensure strong community engagement and participatory approaches.
  • Supervise project staff and provide capacity-building support.
  • Identify and report challenges or risks related to field activities and recommend practical solutions.

Financial & Administrative Management:

  • Monitor budget expenditures and ensure compliance with donor and organizational policies.
  • Work with the finance/admin team to ensure proper documentation and procurement processes.

Qualifications and Experience:

  • Bachelor’s or master’s degree, Social Work, Project Management, or a related field.
  • Minimum of 3 years of experience managing humanitarian or development projects, particularly with displaced or vulnerable populations.
  • Strong leadership, coordination, and interpersonal skills.
  • Able to travel inside Syria.
  • Fluency in [Arabic – English]
