Background:

ALNAP produces two flagship reports to provide reliable evidence on the trends and performance of the humanitarian system. The State of the Humanitarian System (SOHS) report is an independent study that compiles the latest statistics on the size and scope of the humanitarian system and assesses overall performance and progress of global humanitarian response. It is a critical element of ALNAP’s strategic focus on monitoring and reporting on system-wide performance. The Global Humanitarian Assistance (GHA) report is the world-leading annual assessment of the state of international humanitarian financing. Produced by Development Initiatives for 25 years and now by ALNAP, the GHA report provides a critical body of evidence to inform the sector about its financial size, how its finances are distributed, and what key trends require our focus if we want to protect and improve the funding response to crisis.

The humanitarian system, however, does not stand in isolation and the lives of people affected by crisis are influenced by multiple forms of support, including from the community level. In terms of international financial flows, it is increasingly important to understand the contribution of development, peace and climate funding in contexts affected by crisis and how they interact with humanitarian assistance.

Scope and aims:

We are seeking a short-term consultant(s) to conduct analysis that complements the usual humanitarian-focused financial figures in the SOHS and the GHA to explore in greater depth the interaction of development, peace and climate financing in crisis affected contexts.

Areas of potential interest for the consultancy include:

  • Trends in development, peace and climate funding over time, including the role of multilateral development banks
  • Interaction of development, peace and climate funding in crisis affected, fragile and/or protracted contexts, including analysis of overlaps (e.g., development funding with climate co-benefits) and gaps (e.g., contexts receiving humanitarian aid but minimal development/climate investment)
  • Interaction of development and peace funding with indicators like chronic poverty and conflict indices
  • Tracking of development and peace funding to contexts deprioritised by humanitarian plans in the 2025/6 period
  • A descriptive picture of the climate financing landscape, applicability of funds to humanitarian actors and to crisis affected contexts, including the distinction between climate finance flowing through dedicated funds versus development assistance with climate objectives
  • Other useful data explorations to be discussed

The consultancy would include a short inception period to determine feasibility of conducting useful analysis with available and timely data, after which the required analysis will be agreed with ALNAP . This would include discussion of the availability of data from key sources (e.g., OECD DAC, OECD Climate Finance Statistics, IATI, Climate Funds Update, World Bank MDTF Gateway, and others) and their respective reporting lags and limitations.

Timeline: February to June 2026

We aim to onboard the consultant in January and complete the inception period by mid-February. The agreed analysis will be conducted between mid-February and May. The final figures and statistics will be due in mid-May to support the production of the SOHS report, but some additional time in June will be required to check and finalise the interpretation and use of the statistics in the report.

The inception period will include up to four (4) days of work and the analysis period approximately up to 26 days of time.

Person specification:

Essential

  • Strong and current understanding of development, peace and climate financing flows
  • Knowledge of how these other sectors interact with humanitarian financing in crisis affected contexts
  • Experience working with large international financial datasets, including managing data quality issues, reporting lags, and methodological differences across sources
  • Strong statistical analysis skills with the ability to source and analyse financial data from a broad range of sources, including applying longitudinal financial analysis
  • Ability to work iteratively and flexibly in coordination with report leads to determine and produce deliverables
  • Ability to work with respect to broader report timelines with limited flexibility

Desirable

  • Previous experiencing supporting quantitative data analysis for flagship reports
  • Awareness of current debates and trends in the humanitarian-development-peace nexus and climate sectors, including on definitions of climate finance and debates about additionality
  • Ability to translate complex financial data into clear visualizations suitable for non-technical audiences

Note: we are open to hiring different consultants with a specialisation in specific areas. For example, dividing the work between someone more focused on the development and peace sectors and someone with a focus on climate financing.
