Background/Scope of work:

The IRC undertook an initial scoping exercise for Spanish government donors in 2022/2023. It became evident that in order for us to receive funding directly from Spain, the IRC would need to register as a Spanish entity. However, what form of registration and associated costs was not established and the potential return on investment (RoI) needs updating, including information in actual costs vs potential returns.  We are therefore seeking someone who will be able to expand on IRC’s previous review by:

  • Updating the analysis to the current context of Spanish Overseas Development Assistance (ODA)

  • Making an assessment of potential realistic funding returns, applicable to IRC and update scenarios report

  • Assessing the form of registration and identifying the types of investment required to secure future partnership funding and outlining the expected timelines to for generating returns

  • Update AECID’s compliance assessment considering recent call for proposals.

The consultant is expected to look into the various type of registrations, what is required for these and if they will give us the ability to access governmental funding. Examples of other organisations who have registered and successfully secured government funding (in particular AECID) and actions they took would be favourable.

 

Deliverables                                                                      

The consultant will deliver the following outputs:

  • Interim check-ins with IRC staff to review progress and ensure alignment

  • A final report that includes all aspects covered in the table below

  • A presentation of recommendations to senior leaders, with availability for follow up on specific lines of enquiry as required.

Reporting and debriefing should include:

  • Clear outline of what types of registration is possible for not-for-profits in Spain, including:

    • What is needed for each type of registration

    • The cost associated

    • What the different registrations mean for potential future funding

  • Comparable cases studies of other organisations who have registered in Spain and received Government funding, including timelines.

  • Identify and describe the types of funding available, competitiveness, scale and likely timelines. Ensure that ROI estimates are provided for each donor or funding stream, including indicative timelines. Review and update scenarios/ roadmap report for 1-3 years, 4-6 years and 7 – 9 years.

  • Provide guidance on how the IRC can access funding streams it does not currently engage with, assessing their relevance to IRC’s strategic priorities and how upcoming opportunities can be leveraged and how/when to best engage with Spanish government donors.

  • Outline Spain’s approach to ODA – national and regional- and the likelihood of Spain continuing to increase their ODA spend.

 

Payment Rate and Schedule:

Rate TBD. Paid within 14 days of delivery of satisfactory final report.

 

Requirements:

Skills, Knowledge and Qualifications:

  • Strong working understanding of the political environment and trends relevant to Spanish donors, and knowledge of donor policies, priorities and financing mechanisms, especially AECID.

    • Fluent in Spanish and English (ability to have external meetings/discussions in language, including technical dialogue; ability to understand and summarise donor documents, media, etc. into English

    • Good analytical skills and first-class attention to detail.

    • Strong organisational and prioritisation skills.

Experience:

  • Significant experience of business development, programme management, relationship management of Spanish donors.

  • Extensive experience of building and maintaining networks with influencers and decision makers.

  • Experience undertaking reviews of strategies, datasets and reports, and producing written and verbal guidance relevant to senior staff.

  • Experience in negotiation of programmatic and financial contractual arrangements with donors and partners. 

  • Proven track record of working successfully with virtual teams.
