Within the framework of the European Ports Alliance and its cooperation with Latin America and the Caribbean, this assignment aims to strengthen regional port security and counter the infiltration of organised crime and illicit trafficking in ports. The initiative seeks to build on existing regional efforts and assess the feasibility of establishing a Latin American and Caribbean Ports Alliance, ensuring complementarity with European security frameworks and international best practices
Short-Term Expert – Caribbean Port Cooperation and Security
Caribbean region (home-based with missions in the region)
The expert will support the strategic and operational assessment of a regional Ports Alliance by:
Conducting an in-depth comparative analysis of port security initiatives in Latin America and the Caribbean.
Assessing the feasibility of establishing a Caribbean and Latin American Ports Alliance.
Identifying concrete synergies with the European Ports Alliance and other EU-led security initiatives.
Ensuring proposals are non-duplicative, evidence-based and adapted to regional realities.
Contribute, jointly with two European experts, to a comparative analysis of port and maritime security initiatives in the Caribbean and wider LAC region.
Analyse governance, operational and legal feasibility for a regional Ports Alliance.
Identify areas for enhanced cooperation in port security, customs risk management and law enforcement coordination.
Engage regional stakeholders, including CARICOM, IMPACS and other relevant Caribbean institutions, ensuring local ownership.
Participate in preparatory meetings and contribute to structured work planning.
Draft and review high-quality technical inputs and strategic recommendations.
Contribution to a detailed work plan with actions and timelines.
Input to a comparative analysis report on port security initiatives.
Contribution to a feasibility study for a Latin American and Caribbean Ports Alliance.
Recommendations on synergies with the European Ports Alliance.
A roadmap for implementation (2026–2027).
Final consolidated report summarising findings and recommendations.
Education
University degree in Law, Public Administration, Management, Political Science or a related field.
Professional Experience
Minimum 20 years of professional experience.
More than 20 years of experience in port management, port security and/or customs cooperation in the Caribbean region.
More than 10 years of experience working with international or regional organisations related to port security, maritime security, customs or law enforcement.
Languages
Full professional fluency in English (oral and written) – essential.
Core Competencies
Proven expertise in port and maritime security governance.
Strong understanding of organised crime dynamics affecting Caribbean ports.
Demonstrated experience in regional cooperation frameworks.
Excellent analytical, drafting and stakeholder engagement skills.
