Description of the assignment:
The objective of this assignment is to strengthen demand-driven digital, technical, and vocational skills aligned with current and future labor market needs to support economic diversification in Angola. The focus is on strategic and emerging sectors along the Lobito Corridor and neighboring provinces. The assignment is aligned with the National Human Capital Development Plan 2023–2037.
The work includes the realignment and formal accreditation of education and training curricula, particularly within Technical and Vocational Education and Training (TVET) and Science, Technology, Engineering and Mathematics plus Innovation (STEM+I) programs. The aim is to address critical skills gaps, improve employability—especially for women and youth—and contribute to inclusive, sustainable growth and job creation.

36 months.

PROFILE REQUIRED
POSITION: Team Leader – Lead Consultant (Education and Skills Development Specialist)
Master’s degree in Education, Entrepreneurship, Skills Development, Public Policy, Economics, or a related field.
More than 25 years of professional experience, including at least fifteen (15) years leading multidisciplinary teams and coordinating large-scale education and skills development programs.
Proven expertise in demand-driven TVET, curriculum reform, and alignment of training programs with evolving labor market needs.
Demonstrated experience in curriculum accreditation, qualification frameworks, and validation processes.
Solid understanding of the future of work, including emerging digital skills, automation, and innovation-led economies, with specific relevance to the African context.
Strong leadership, analytical, and report-writing skills, with a demonstrated ability to engage and coordinate a wide range of stakeholders, including government institutions, the private sector, and development partners.
Proven capacity to operate at senior policy and decision-making levels, building credibility, trust, and effective working relationships with government ministries, private sector leaders, and development partners.
Extensive experience working with ministries of education and labor, as well as international development institutions, in Sub-Saharan Africa.
Fluency in English is required; working knowledge of Portuguese is an asset.
