Description of the assignment:

The objective of this assignment is to strengthen demand-driven digital, technical, and vocational skills aligned with current and future labor market needs to support economic diversification in Angola. The focus is on strategic and emerging sectors along the Lobito Corridor and neighboring provinces. The assignment is aligned with the National Human Capital Development Plan 2023–2037.

The work includes the realignment and formal accreditation of education and training curricula, particularly within Technical and Vocational Education and Training (TVET) and Science, Technology, Engineering and Mathematics plus Innovation (STEM+I) programs. The aim is to address critical skills gaps, improve employability—especially for women and youth—and contribute to inclusive, sustainable growth and job creation.

Duration of the contract:
36 months.

PROFILE REQUIRED
  • Master’s degree in Education, Curriculum Design, Instructional Systems, or a relevant technical field (e.g. engineering, ICT, or applied sciences).

  • At least 10 years of professional experience, including a minimum of 7 years in curriculum development, review, and accreditation, preferably across both TVET and higher education sectors.

  • Proven experience in competency-based education (CBE) and labor market–responsive curriculum design.

  • Demonstrated expertise in curriculum accreditation, qualification frameworks, and validation processes.

  • Solid knowledge of national qualification frameworks and their alignment with regional or international standards, preferably in the African context.

  • Experience integrating digital skills, 21st-century skills, and/or green skills into education and training programs.

  • Familiarity with non-formal education and lifelong learning pathways, particularly targeting youth and women.

  • Proven ability to work with employers, industry associations, and regulatory bodies in curriculum co-design and validation processes.

  • Experience in training needs assessments and the development of occupational standards is an asset.

  • Strong analytical, report-writing, and stakeholder facilitation skills.

  • Fluency in English is required; working knowledge of Portuguese is an asset.
