Description of the assignment:

The objective of this assignment is to strengthen demand-driven digital, technical, and vocational skills aligned with current and future labor market needs to support economic diversification in Angola. The focus is on strategic and emerging sectors along the Lobito Corridor and neighboring provinces. The assignment is aligned with the National Human Capital Development Plan 2023–2037.

The work includes the realignment and formal accreditation of education and training curricula, particularly within Technical and Vocational Education and Training (TVET) and Science, Technology, Engineering and Mathematics plus Innovation (STEM+I) programs. The aim is to address critical skills gaps, improve employability—especially for women and youth—and contribute to inclusive, sustainable growth and job creation.

Duration of the contract:
36 months.

PROFILE REQUIRED 
  • Master’s degree in Labor Economics, Human Capital Development, Development Economics, or a related field.

  • At least 10 years of professional experience, including a minimum of 7 years conducting labor market assessments, skills gap analyses, and workforce forecasting, particularly in developing country contexts.

  • Proven expertise in sectoral and value chain analyses, preferably in agriculture, logistics, energy, or digital sectors.

  • Strong command of quantitative and qualitative research methods, including data modeling, econometric analysis, and survey design.

  • Demonstrated experience conducting employer surveys, key informant interviews, and focus group discussions with diverse stakeholders, including government institutions, the private sector, training providers, and youth.

  • Familiarity with labor market information systems (LMIS) and the use of labor market data to inform policy formulation and program design.

  • Solid understanding of gender and youth employment dynamics, particularly within informal and rural economies.

  • Experience translating labor market evidence into education and training system reforms and investment planning.

  • Strong analytical and report-writing skills, with the ability to distill complex data into clear, actionable recommendations.

  • Fluency in English is required; working knowledge of Portuguese is an asset.
