The consultancy aims to assess, design, and strengthen digital innovation ecosystems and ICT infrastructure supporting TVET and STEM+I institutions in Angola. The assignment focuses on technology-enabled learning environments, digital innovation hubs, and scalable digital ecosystems aligned with labor market needs and the National Human Capital Development Plan 2023–2037.
Digital Innovation and ICT Infrastructure Specialist
Master’s degree in Information and Communication Technology (ICT), Digital Transformation, Engineering, or a related technical field.
Minimum 7 years overall professional experience, of which at least 5 years in assessing digital infrastructure and designing technology-enabled learning and innovative environments, particularly in educational or TVET contexts.
Demonstrated experience in planning and equipping digital innovation hubs, incubation centers, or accelerators, including specification of hardware, software, and connectivity requirements.
Familiarity with e-learning platforms, blended learning models, and digital content development for education and skills training.
Understanding of cybersecurity, connectivity standards, and scalable digital ecosystems in emerging markets.
Knowledge of digital ecosystem development in Sub-Saharan Africa or similar contexts is highly desirable.
Experience working with government institutions, education providers, and private technology companies.
Demonstrated ability to assess digital readiness of institutions and propose costed implementation roadmaps for infrastructure and training.
Strong technical writing and communication skills, with the ability to explain complex digital infrastructure needs to non-specialist audiences.
Fluency in English is required; working knowledge of Portuguese will be considered an asset.
