Entrepreneurship and Incubation Expert

1) Objective of the Consultancy

The consultancy supports the development of entrepreneurship and incubation ecosystems linked to TVET and skills development in Angola, with a focus on youth, women, and early-stage entrepreneurs in priority economic sectors.

2) Profile Required

Entrepreneurship and Incubation Expert

• Master’s degree in Business Development, Entrepreneurship, Innovation Management, or a related field.

• Minimum 7 years overall professional experience, of which at least 5 years in youth entrepreneurship, startup incubation, or enterprise development, preferably within TVET or skills development ecosystems.

• Demonstrated experience in designing and/or managing incubation centers, accelerator programs, or enterprise support organizations (ESOs).

• Proven ability to develop and deliver entrepreneurship curricula and support services tailored to youth, women, and early-stage entrepreneurs.

• Familiarity with business modeling, access to finance, market linkages, and startup ecosystem building.

• Experience integrating entrepreneurship with digital, green, or creative sectors is highly desirable.

• Knowledge of public-private partnership models for entrepreneurship support and experience working with local governments or donor-funded programs.

• Demonstrated strong facilitation, mentorship, and coaching skills.

• Ability to assess local enterprise ecosystems and develop strategic costed plans for entrepreneurship hubs and incubation programs.

• Fluency in English is required; working knowledge of Portuguese will be considered an asset.
