The consultancy aims to design and implement monitoring and evaluation systems to support competency-based curriculum reform, skills development, and workforce programs in Angola, ensuring results-based management and evidence-driven decision-making.
Monitoring & Evaluation Specialist
Master’s degree in Social Sciences, Statistics, Development Studies, Education, or a related field.
Minimum 10 years’ overall professional experience, of which at least 7 years designing and implementing M&E systems for education, skills development, or labor market programs.
Strong expertise in qualitative and quantitative data collection and analysis methods.
Proven experience with logical frameworks, results-based management (RBM), indicator development, and impact evaluation.
Demonstrated ability to design surveys, focus groups, and data collection tools tailored to curriculum reform and workforce development projects.
Proven ability to translate complex data into clear, actionable insights and reports for diverse stakeholders.
Demonstrated experience working with government institutions and donor agencies on M&E reporting and compliance.
Fluency in English is required; working knowledge of Portuguese will be considered an asset.
