Monitoring & Evaluation Specialis

1) Objective of the Consultancy

The consultancy aims to design and implement monitoring and evaluation systems to support competency-based curriculum reform, skills development, and workforce programs in Angola, ensuring results-based management and evidence-driven decision-making.

2) Profile Required

Monitoring & Evaluation Specialist

• Master’s degree in Social Sciences, Statistics, Development Studies, Education, or a related field.

• Minimum 10 years’ overall professional experience, of which at least 7 years designing and implementing M&E systems for education, skills development, or labor market programs.

• Strong expertise in qualitative and quantitative data collection and analysis methods.

• Proven experience with logical frameworks, results-based management (RBM), indicator development, and impact evaluation.

• Demonstrated ability to design surveys, focus groups, and data collection tools tailored to curriculum reform and workforce development projects.

• Proven ability to translate complex data into clear, actionable insights and reports for diverse stakeholders.

• Demonstrated experience working with government institutions and donor agencies on M&E reporting and compliance.

• Fluency in English is required; working knowledge of Portuguese will be considered an asset.
