SUMMARY OF THE PROJECT
 
The Strengthening Equitable Healthcare Access in Target regions (SEHAT) project in Indonesia is a seven-year initiative funded by Global Affairs Canada. SEHAT aims to improve health outcomes and rights, particularly in sexual and reproductive health and rights (SRHR), for marginalized and vulnerable women and girls in Central Sulawesi and Papua. The project strengthens health system capacity while promoting gender equality and community empowerment.
 
SUMMARY OF THE POSITION
 
The Provincial Project Officer provides technical and administrative support to ensure quality implementation of SEHAT interventions in line with national and provincial policies. The position focuses on support to technical field-level programming, monitoring and learning, capacity building of partners and frontline health staff and leading finance and administration tasks related to the provincial office. This role complements the Provincial Manager by providing day-to-day implementation support to the program.
 
KEY RESPONSIBILITIES
 
  1. Technical Support to Implementation Quality

• Support adaptation and roll-out of national guidelines, modules, and SEHAT tools at provincial and district levels.
• Conduct regular field visits to Puskesmas, Pustu and community sites to monitor implementation and provide feedback.
• Support quality assurance of training, supervision, and service delivery activities conducted by partners.
• Assist facilities and partners in applying supervision tools, job aids, and reporting formats developed by SEHAT.
• Support collection and validation of gender-disaggregated data from facilities and community activities.
• Coordinate with partners' MEL staff to ensure activity data is accurate, consistent, and reported on time.
• Document lessons learned, challenges, and good practices from field implementation.
• Liaise with the National MEL Specialist to ensure provincial data and reporting align with national systems.
• Support facilitation of trainings, workshops, and supervision visits when required.

2. Administrative and Operational Support to Provincial Office

• Arrange schedules and logistics for meetings, trainings, supervision visits, and field activities.
• Prepare materials and documentation required for SEHAT activities.
• Maintain regular communication with facilities and partners for activity coordination and follow-up.
• Provide operational support to ensure activities are delivered on time and according to plan.
• Support the Provincial Manager in preparing procurement documentation for project-related procurements.
• Assist in tender processes, vendor coordination, and documentation.
• Support the Accountant in preparing documents for approvals, payments, and partner expense requests.

JOB REQUIREMENTS
 
Required Skills, Knowledge and Experience

• University degree in public health, health management, or related field.
• Minimum 5 years of experience supporting health program implementation at provincial or district level.
• Experience working in primary health care settings in Indonesia.
• Good understanding of Ministry of Health policies, PHC system, and ILP approach.
• Experience supporting monitoring, reporting, and data collection at field level.
• Experience providing administrative, logistics, and operational support to programs.
• Strong coordination, communication, and teamwork skills.
• Fluency in Bahasa Indonesia. English is an asset.

Desired Skills, Knowledge and Experience

• Experience working in Central Sulawesi or Papua.
• Experience in donor-funded project implementation.
• Familiarity with health system strengthening approaches, supportive supervision, and facility-level management.
• Experience documenting lessons learned and good practices.
