Description

Digital impact is one of core pillars of UNICEF's strategy. The UNICEF Strategy for Digital Impact outlines a plan to leverage the digital world to advocate for every child's rights, well-being, and empowerment through four key areas: Digital Empowerment (DE), Digital Guardrails (DG), Digital Foundations (DF), and Strategic Enablers (SE). The goal of this digital strategy is to support the delivery of sustainable and responsible digital impact for children at scale by assisting governments and partners in implementing their national digital transformation strategies that integrate child rights and emerging areas, while also mitigating potential digital threats to safeguard ethical outcomes for children and young people.

Senior Digital Impact Associate will  perform highly skilled ICT activities. The Associate will demonstrate initiative in the identification and resolution of issues/problems and provide substantive technical assistance to senior ICT staff in addressing systemic problems. The impact thus affects not only the design and functionality of fundamental ICT systems, but also the operational effectiveness of staff throughout UNICEF. Indirectly, the work impacts on delivery of office-wide programmes. The Senior Associate is accountable for resolving problems escalated by the Digital Impact Assistants. 


Failure to implement essential cybersecurity protocols will expose UNICEF's digital assets to increased risks, leading to potential data breaches, compromised sensitive information, and weakened overall cyber resilience within the office environment.


Senior Digital Impact Associate will perform specialized activities pertaining to UNICEF’s ICT in the camps systems including desktop administration, hardware, and software. Specialized activities may include technical support in the testing and implementation of new application system releases, modules and functionalities and systems administration tasks. This is skilled work, which may include the provision of procedural leadership to more junior staff or serve as a focal point for a systems project. 


ICT Office Customer Service Support 

  • Support in monitoring and supervising ICT activities in the camps, including reporting and ensuring programme-ICT related projects are executed within allocated budgets and timelines.
  • The Senior Digital Impact Associate may coordinate with external service providers, such as telephony providers, and consultants, ensuring delivery of agreed services and prompt resolution of service issues.  
  • Maintain mission critical assets related to connectivity, firewall, software and hardware updates and ensure lifecycle compliance in the camps. 
  • Coordinate engagement with telecom operators and regulatory bodies to drive the implementation of ICT initiatives in camp settings.
  • Provide operational ICT support to the Jordan office on an as-needed basis.
  • Assist the Jordan office with Technology for Development (T4D) initiatives when required.


Vendor and Telecommunications Engagement:

  • Engage with telecommunications companies, regulatory authorities, and other vendors for ICT-communications projects in camps.
  • Assist in managing vendors involved in specific projects to support quality service delivery


Capacity Building and supervision:

  • Support training efforts and enhance the self-service capabilities of teams.
  • Facilitate knowledge transfer and capacity building for program staff and implementing partners.
  • Support ICT IBVs across multiple camps by coordinating their activities, aligning their work with organizational goals, and fostering knowledge sharing


ICT Administration 

  • Drafting technical documentation and manuals.   
  • Assessing training needs, developing and presenting structured and ad hoc training to users as required.   
  • Contribute to the development of camps budget and assist to identify funding gaps.  
  • Preparing periodic and ad hoc reports. 
  • Support Jordan office operations when required 


Cybersecurity and General Protection of Digital Assets within the camps

  • At this level are expected to have a foundational understanding of cybersecurity principles and data protection best practices, contributing to the overall cyber hygiene and resilience of the camps networks environment.
  • Participating in routine reviews of digital access permissions and suggesting improvements based on the principle of least privilege.  


Digital Technology Support, Promotion & Advocacy: 

  • Support the Jordan Country Office (JCO) in promoting digital technologies by creating high-quality awareness videos and communication materials.
  • Support the adoption of digital tools through the design and dissemination of high-quality instructional and promotional assets to enhance visibility and engagement.
  • Provide support and technical assistance to the country office in the identification, selection, concept design, deployment, and sustainability of technology interventions aimed at addressing bottlenecks in achieving programme results.
  • Provide support for various offline/online data collection tools in the field, such as Kobo Toolbox, ODK, MS Forms, ArcGIS Survey123.
  • Proactively engage in specialized field-related training to ensure alignment with evolving industry standards.


Provide proactive support and technical assistance for ad-hoc requests and evolving departmental priorities as directed by the supervisor.

  • This role involves regular field visits to refugee camps (around 60% of the time) and coordination work at the main office (around 40%). The schedule may be adjusted in agreement with the supervisor. The role also includes a strong communications and advocacy component, supporting the ICT section by delivering technology‑focused awareness activities and producing visual content such as photos, short videos, and other materials as requested.
