Description

Job Title: Team Leader

Position Overview:

The Team Leader will provide overall leadership for supervising the implementation of the OPBRC project in Cambodia. The Team Leader’s responsibilities will include: supervising the Contractors’ activities, reviewing/approving as built documents, and ensuring execution of works are in accordance with the contractual requirements.

The Team Leader will prepare and issue relevant reports and maintain project records. The role of the position will also include supporting the implementing government agency in ensuring that project is implemented smoothly and providing on-the-job training to government staff in contract administration, while ensuring that project activities are carried out with minimal environmental and social impacts.

The expected input period of this position will be approximately 12 months with additional intermittent input during the Defects Liability Period.

 

Key Responsibilities:

Ÿ   Preparing and issuing reports as specified in the TOR and any subsequent requirements

Ÿ   Reviewing and approving working drawings, setting out of works, and issuing instructions to the contractor as necessary

Ÿ   Ensuring minimal environmental and community impact through approval of contractors’ work methods

Ÿ   Assisting the implementing agency in the smooth implementation of all OPBRC programs and activities

Ÿ   Submitting complete records and reports to the implementing agency and approving as-built drawings

Ÿ   Providing advice and on-the-job training to the implementing agency’s staff in contract administration

Ÿ   Reviewing engineering designs, including revisions and cost estimates, as required

Ÿ   Monitoring and evaluating road performance in line with contractual performance indicators

 

Objective of the Project/Assignment:

The Project’s objective is to improve climate resilient rural road connectivity in selected provinces. Components of the Project includes carrying out civil works for the climate resilient improvement and maintenance of selected existing rural roads in Kratie, Kampong Cham, and Tboung Khmum provinces. The Project intends to rehabilitate rural roads to a climate resilient standard and to create sustainable and economically justified all year round access, allowing better human and economic development.

The objective of this assignment is to assist the Client in a timely and cost-effective manner. Key objectives of this consultancy service include, a) Ensuring the achievement of the Project’s development objective to improve climate resilient road access to economic and human development in targeted provinces; b) Ensure successful implementation of Outputs and Performance Based Road Contract (OPBRC) by the contractor through strong supervision and quality control for both construction and maintenance stage; c) Strong compliance to Environmental and Social Framework and related Standards of the World Bank are ensured.

 

Qualification Required:

Ÿ   Master’s Degree in Engineering with emphasis on roads;

Ÿ   Minimum 10 years of relevant international project experience in rural roads engineering and/or in road maintenance;

Ÿ   Must have experience in projects involving OPBRC or similar form of Performance Based Maintenance Contract;

Ÿ   At least 2 similar project experience as Team Leader in the last 10 years

Ÿ   At least 5 years of regional experience within Southeast Asian Countries, preferably in Cambodia and which involves Environmental, Social, Health and Safety (ESHS) impacts and risks

Ÿ   Experience in managing projects within developing countries funded by World Bank(or other MDBs) and/or Bilateral Development Assistance Agencies, preferably projects including safeguards and environmental and social frameworks

Ÿ   Applicants should have Excellent English proficiency
