Overview: IBTCI is seeking a Team Leader for the World Health Organization (WHO) Sudan Third Party Monitoring (TPM) Project to lead a team responsible for independently monitoring the Sudan Health Emergency and Infrastructure Project (SHEIP) financed by the African Development Bank (AfDB) and implemented by WHO. The TPM project will monitor, verify, triangulate, and validate project implementation aimed at restoring essential health and nutrition services, strengthening emergency preparedness and response, rehabilitating climate-resilient health infrastructure, ensuring the availability of medical equipment and supplies, enhancing public health surveillance and laboratory capacity, and strengthening health system resilience in crisis conditions. The assignment includes monitoring activities at hospitals and public health centers, assessing service quality and safeguards, and generating actionable management intelligence for the WHO Sudan Country Office (PMU), PCO, and AfDB, including in hard-to-reach areas through context-appropriate remote monitoring approaches.

This is a three-year contract with level of effort estimated to be full-time or close to full-time.

This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

Team Leader will provide overall team management, guidance and direction to the TPM team and be the point of contact with the Client. The Team Leader will be responsible for the completion of the deliverables and compliance with the contract.

Required Knowledge, Skills and Abilities:

  • Ability to effectively manage a team and subcontractors
  • Experience serving as the primary focal point with donors, implementing partners, and government counterparts.
  • Proven ability to develop workplans, sampling strategies, and monitoring methodologies, and to ensure timely delivery of high-quality analytical reports.
  • Ability to provide technical oversight, mentoring, and quality assurance for TPM staff.
  • Strong quality control capabilities
  • Ability to oversee and manage project budgets

Minimum Requirements:

  • Minimum 5 years of progressively responsible professional experience in project management, third-party monitoring, independent verification, or performance monitoring, preferably within health, emergency response, or infrastructure related projects in humanitarian or development settings.
  • Previous Team Leader of United Nations Third Party Monitoring projects strongly preferred.
  • Proven technical capacity to monitor and verify health service delivery, emergency response interventions, and health infrastructure rehabilitation activities.
  • Strong knowledge of health systems, humanitarian coordination, and donor compliance requirements.
  • Strong understanding of environmental and social safeguards, including GBV/SEAH risk mitigation, beneficiary feedback mechanisms, and data quality assurance.
  • Previous experience managing portfolio-level monitoring programs in Fragile and Conflict locations.
  • Prior experience working in fragile, conflict-affected, or emergency settings is highly desirable.
  • Previous experience in Sudan preferred.
  • Fluency in English required. Fluency in Arabic is preferred.

Education: Master’s degree in Public Health, Health Systems Management, Engineering, Social Sciences, Development Studies, Monitoring & Evaluation, or a closely related field. A bachelor’s degree combined with extensive relevant experience (minimum 7 years) may be considered.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position has supervisory responsibilities of a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: Availability to deploy to field locations as required and ability to operate under challenging security conditions.
