Job Title: Team Leader - EU in Nepal Civil Society, Gender and Youth Facility

The EU in Nepal Civil Society, Gender and Youth Facility is a multi-year technical assistance programme financed by the European Union. The Facility provides policy-oriented technical assistance, analytical support, coordination and capacity development to strengthen civil society engagement, advance gender equality and promote meaningful youth participation in Nepal, including support to the EU Nepal Youth Sounding Board. The action contributes to EU policy dialogue, coordination and public diplomacy objectives and ensures coherence with EU-funded programmes and Team Europe initiatives.
 
 
SUMMARY OF THE POSITION

The Team Leader will be responsible for the overall coordination, technical leadership and quality assurance of the EU in Nepal Civil Society, Gender and Youth Facility. The position requires strong experience in policy-oriented technical assistance, the ability to mobilise and coordinate short-term experts, and proven capacity to engage with EU institutions, government counterparts, civil society organisations and youth actors in a politically sensitive environment.
 
KEY RESPONSIBILITIES

  • Provide overall leadership and coordination of the technical assistance in line with EU policies and contractual requirements.
  • Mobilise, coordinate and supervise short-term experts, including preparation of terms of reference, quality control of deliverables and consolidation of outputs.
  • Act as the primary interlocutor with the EU Delegation and support policy dialogue and coordination with national authorities, civil society organisations and youth actors.
  • Ensure delivery of high-quality analytical products, policy briefs, studies and advisory notes supporting EU engagement on civil society, gender equality and youth.
  • Ensure gender equality, inclusion, human rights-based approaches and conflict sensitivity are mainstreamed across all activities.

 
 
JOB REQUIREMENTS

Education:

  • Master's degree in social sciences, development studies, political science, international relations, gender studies or a related field.

Minimum Experience:

  • At least 10 years of professional experience in international development cooperation, governance, civil society support, gender equality and/or youth-related programmes,
  • Proven experience as Team Leader or Senior Expert on technical assistance assignments
  • Demonstrated capacity to coordinate and supervise short-term experts.
  • Knowledge and experience working with EU institutions on development cooperation would be an asset.

Essential Skills:
Based on the information currently available, the position is assumed to require strong leadership, coordination and quality‑assurance capacities, combined with the ability to support policy dialogue and institutional processes. It is also expected to involve effective facilitation, communication and stakeholder‑management skills, as well as the capacity to operate in complex and politically sensitive environments.
 
These competencies are indicative and may be further refined or adjusted once the official Terms of Reference are published by the European Union.
 
Language Proficiency:

  • English - fluent (mandatory), oral and written
