Overview

Hydroplan is seeking a highly experienced Deputy Team Leader / Construction Supervision Engineer  to support the implementation of a large-scale sanitation infrastructure program in South Tarawa, Kiribati.

The assignment involves providing technical leadership and supporting overall construction supervision, coordination, and contract management for sanitation infrastructure works under the South Tarawa Sanitation Project (STSP).

The role will be critical in ensuring high-quality delivery of works and strengthening institutional capacity of national counterparts.

Scope of Work

The Deputy Team Leader / Construction Supervision Engineer will support overall project implementation, including:

• Support to overall construction supervision and site coordination
• Review and validation of engineering designs, drawings, and technical documents
• Oversight of contractor performance, progress, and compliance with contract requirements
• Support to procurement processes and contract administration
• Coordination of multi-site construction activities across project areas
• Quality assurance and quality control of civil works
• Support to commissioning and handover of infrastructure systems
• Preparation of technical reports, progress updates, and documentation
• Support to the Team Leader in project planning, risk management, and stakeholder coordination
• Contribution to capacity building of national engineers and counterpart staff

The position requires strong leadership in field supervision and close coordination with government agencies and contractors.

Minimum Qualifications

Education:

• Bachelor’s degree in Civil Engineering or a related field
• Chartered Professional Engineer status is preferred

Experience:

• Minimum 8–10 years of professional experience in water supply and sanitation infrastructure projects
• Strong experience in:
• Construction supervision and contract administration
• Design review and engineering management
• Procurement and implementation of infrastructure works
• Commissioning of water and sanitation systems
• Proven experience in donor-funded infrastructure projects (World Bank or similar) is highly desirable
• Experience working in island, remote, or developing country contexts is an advantage
• Demonstrated ability to coordinate multidisciplinary teams and support institutional strengthening
